BACKGROUND AND CONTEXT Home grown school feeding is school feeding sourced with ‘local’/ ‘small holder’ agricultural production Challenge is animating this farm engagement Different procurement mechanisms- preferential bidding, geographical zoning forward contracts Supply linkage to national food reserve agencies 2

PRELIMINARY FINDINGS FARM ENGAGEMENT No oversight to monitor terms of purchase at farm level Administration of GMP at farm level is variable and uncertain Undue profit on account of non-standard weights (approximately 18% by weight/unit) Assured use of domestic product in case of certain commodities 9

PRICING Implicit cross subsidization of school feeding meal providers GMP is largely ineffective as a floor price PUBLIC PROCUREMENT Diversification of commodity portfolio beyond staples informed by SF menu; nutrition driven public procurement 10

PLANNED RESEARCH Testing new procurement modality in Ghana Linking grain reserve department with school feeding in Osun state (Nigeria) Food safety risk assessment(primarily for aflatoxin contamination) 11
