A strategy to promote the ILO Declaration on Fundamental Principles and Rights at Work

Since Promoting together our rights at work Numerous, diverse activities: Working documents ILO web page Press, radio, tv campaigns Seminars and working sheets on the fundamental rights Report Launch Technical cooperation

In search of a strategy Two national tripartite workshops to promote the Declaration through dialogue Two tripartite workshops on the application of the fundamental principles and rights in the context of integration

In search of a strategy The common objective of all these events was to work on different methods and measures to ensure the effective application of the ILO Declaration, and to develop a strategy to spread knowledge concerning the application of the Declaration, with a special focus on successful practices in the implementation of the principles it enshrines.

problems They lie with application, not the law Domestic implementation and application mechanisms are inadequate, and the human resources in charge lack adequate training

Elements for analysis a.Compliance with the legislation on fundamental principles and rights: International legislation Compliance with and supervision of domestic legislation. b. The basic institutions underlying the effective, practical application of principles An effective labour administration Effectively operating other administrative services, such as conflict resolution services, official registries or information services Adequate statistical information making it possible to work on the basis of reality

Elements for analysis C. Public policies, plans and actions. Programmes and technical cooperation and assistance. The social actors.

First results The Declaration on Fundamental Principles and Rights is a decisive axis, in that it reinforces and completes the commitments undertaken by countries when they ratified the fundamental Conventions The legislation is adequate

First results The ratification rate is high. So is, however, the rate of complaints and delay in addressing cases of non-compliance. There is a need to develop, disseminate knowledge of and implement public policies, plans and programmes for the development of the fundamental principles and rights. Moreover, several aspects that could be of great help in creating policies and consensus have neither been studied nor worked.
