2 A fast changing environment New government:  Sees the need for increased housing supply  Is intent on increasing owner occupation Housing and Planning Bill and CSR is about making real their aspirations Combined impact of housing policy proposals may make it harder for the sector to provide the supported homes needed? Setting the scene

3 Tenants on benefits increasingly unable to afford rents in all sectors  Ethical dilemmas?  Who will house & support the poor? Increased tensions for nominations and allocations Increased pressure on front-line staff Pressure on industry capacity? Who will support the poor and vulnerable? The combined implications

4 The challenge In spite of additional funding, the NHS faces a £22bn funding gap by % of hospital bed days taken by patients whose admission could be avoided Delivering care & support in/ closer to people’s homes could deliver £3.4bn productivity savings

5 The home at the heart of integrated care “We must provide a seamless service focussed on the individual within their own home. A big part of this will be working to ensure that we avoid crises in people’s care which too often result in hospital admissions…Instead they will receive the right care, when and where they need it.” Integrated Care: Our Shared Commitment, May 2013

6 Health through the Home : our offer Housing with support & care providers have unique scale, reach, experience and community assets to: 1.Bring health into the home through a range of service models that blend accommodation, care and support 2.Manage long-term conditions, reducing pressure on primary care by supporting people in the community 3.Prevent acute/ crisis admissions through support interventions 4.Tackle health inequalities by providing housing and care solutions to vulnerable and excluded groups

14 What can Government do to help? 1.As the pace of integration grows, ensure the NHS and local authorities (public health and care) are incentivised to shift spending from acute care into the community setting – NHS 5 Year Forward Plan 2.Publish a long-term strategy for health and housing with care & support within the first year of new Parliament, that recognises and builds on the important links between housing, health and care – Housing = health related activity Care Act para 5 3.Ensure that homes and housing services are part of the developing devolution agenda, to drive forward local solutions for local priorities across health and wellbeing - see Greater Manchester
