European Commission 1(2) European Commission is setting out policy priorities and long-term objectives for wireless broadband, including Public Safety Radio Spectrum Policy Programme (RSPP) Article 8.3: The Commission shall, in cooperation with the Member States, seek to ensure that sufficient spectrum is made available under harmonised conditions to support the development of safety services and the free circulation of related devices as well as the development of innovative interoperable solutions for public safety and protection, civil protection and disaster relief. 3

PP1 Assumption within ECC Report 199 PP1 (day-to-day operations) Day-to-day operations encompass the routine operations that PPDR agencies conduct within their jurisdiction. Most Public Protection spectrum and infrastructure requirements are determined using this scenario. 9

PP2 Assumptions within ECC Report PP2 (large emergencies, public-, sports and other mass events) The size and nature of the mass event may require additional PPDR resources also from adjacent jurisdictions, cross-border agencies, or international organisations.

DR was not calculated in ECC Report 199 (no inputs) DR (Disaster Relief) Can be those caused by either natural or human activity. Natural disasters include an earthquake, major tropical storm, a major ice storm, floods, etc. Examples of disasters caused by human activity include large-scale criminal incidences or situations of armed conflicts. 11
