RESULTS: A New Integrated Tool for Forest Stewardship John Gallimore, RPF Information Management Group Ministry of Forests ESF User Meeting December 9th, 2003

Business needs requiring data ä Clarity :what standards apply to a cutblock, who owns the obligations and their status ä Silviculture compliance monitoring and reporting ä Effectiveness monitoring and evaluation of code (WT review) ä Annual denudation info for area based cut control ä Continual Provincial forest cover land status updates New Code of 87

Current RESULTS Stats Total number of Openings:180,000 Representing Coverage:7.7 million ha Total Timber Harvesting Landbase (THLB): 23 million ha Proportion of Total THLB:33.5% Annual number of new openings: 7,400 approx. Annual area of new openings:212,000 ha Forest Cover updates:3/4 to 1 million ha /yr Free growing obligation duration:15 to 20 years

Retooling of ISIS into RESULTS ä To save ongoing systems costs of $3 million/year, the current VM platform is being shut down this year ä All VM applications are rewritten and being placed on an Oracle base ä The VM conversion and ISIS replacement has been in planning and underway for 2 years ä From July-Nov 2002, FPB gave best-approximation of FRPA business needs to meet the July 2003 target for ISIS conversion ä Sufficient lead-time was required to articulate business changes to IMG and licensees so that changes could be made to the data management systems

The future with RESULTS ä Web-based or ESF transfer of all map and attribute info from industry and BCTS ä submitted digital information provided meets clear standards for quality and timeliness ä No MoF staff intervention ä licensee will have access to all the information they have previously submitted and any new info ä Information resides in RESULTS or is transferred to MSRM at set periods ä LRDW

A defined forest unit will have its own stocking standards

RESULTS will allow licensees to propose standards on the web

DM does approvals of standards or amendments online

On a cutblock specific basis - a forester assigns approved FDP or FSP stocking standards to each area or standards unit in the block

No later than completion of harvest a licensee must electronically submit a report and map which identifies which stocking standards have been assigned to a cutblock

RESULTS will record the standards that have been assigned to a cutblock and copy in the pre-approved FSP values

By May 31 of each year submit electronically a record of the harvested and silviculturally treated area completed in the previous fiscal year on the cutblock.

RESULTS will record basic accomplishments and needs - for non replaceable forest licences, FIA, and Section areas

Upon completion of harvest, and on or before regeneration delay and free growing date, submit electronically a map and forest cover of the cutblock. Also declare that key milestones have been met

RESULTS will keep a permanent record of forest cover and land status changes over time

RESULTS will keep a record of the licensee’s key milestone declarations (DN, RG, FG)

Transfer of information to users ä MAPVIEW will provide live basic queries and color theming for information contained in RESULTS ä When requested, MSRM will transfer complete graphics and forest inventory information to TSB or the DFAM consortia

ConclusionConclusion RESULTS will ä provide new capabilities for approving standards, amendments and key milestone declarations ä identify what & where the reforestation obligations are ä identify who owns the obligations and their status ä record key harvesting and silviculture accomplishments ä will provide inventory update capabilities to MSRM and TSR ä provide ongoing performance records, compliance monitoring, and code effectiveness evaluation

THANK YOU!
