ATRIP Overview Approximately 1050 working projects in program Around 760 county sponsored projects  72% of all approved projects Approximately 760 county sponsored projects 470 system improvement/preservation  62% of county approved projects 290 bridge replacement/rehabilitation  38% of county approved projects

ATRIP Overview Estimated cost for county projects based on sponsor provided estimates was around $900,000, system improvement/preservation projects at sponsor estimated cost of around $600,000, % county awarded projects 67% total cost for county projects 290 bridge replacement/rehabilitation projects at sponsor estimated cost of around $300,000, % county awarded projects 33% total cost for county projects

ATRIP Status 470 county projects addressed through April 2016 Approximately 62% of county projects awarded 360 system improvement/preservation projects Represents 77% of projects addressed 110 bridge replacement/rehabilitation projects Represents 23% of projects addressed 290 county sponsored projects remaining to address 110 system improvement/preservation 180 bridge replacement/rehabilitation

ATRIP Progress Report 22 counties finished with ATRIP (5 RAMP counties): Barbour, Bibb, Blount, Bullock, Chambers, Cherokee, Clarke, Clay, Coffee, Colbert, Conecuh, Covington, Cullman, Dale, DeKalb, Elmore, Escambia, Henry, Houston, Jackson, Monroe and Pike 23 counties have addressed at least half of their allocated projects and/or funds (4 RAMP counties) 22 counties have addressed less than half of their allocated projects and/or funds (12 RAMP counties) 2 haven’t let a project, 1 let only 1 project

ATRIP Issues Advancing bridge projects 38% of projects awarded 23% of projects addressed 62% of projects remaining 22 of 67 counties (33%) have addressed half or less of their awarded projects Several had requests unfunded Revised deadlines for RAMP and Round III Expect letter soon requesting status update and establishing criteria for finishing ATRIP

ATRIP Issues Revised deadline for RAMP and Round III Any project not ready for submittal for Construction Bureau review by October 2017 will no longer be advanced by ALDOT All benchmarks required to make the CB submittal must be achieved Allow efforts to be focused by all involved on projects that can be addressed during reasonable life of ATRIP Finalized letting date discussed by county and ALDOT to maximize cost, timing, detours, use of forces, etc.

ATRIP Issues Financial awareness Currently running around 108% of awards 8/13: 90%, 8/14: 100%, 8/15: 105% Most counties finishing recently have been due to exhausting allocated funds more than completing all awarded projects Communicate with IP Bureau and Area CT offices to develop plans for addressing remaining projects

ATRIP Issues Once ATRIP allocation is obligated, funding option is county FA, MPO and county funds Will work with sponsors to extent possible to consider options if funding becomes an issue There are no extra ATRIP funds available to cover additional costs above what was previously awarded to sponsors Each county is responsible for ensuring they know their available balance of ATRIP and RAMP funds
