 MnDOT signed a highway easment in 1960 with US Steel  The TH 53 is over a ore deposit with shallow strippings, high iron and low silica  The easement stated the following conditions: ◦ 3 years notice ◦ Up to April 30, 1987 – US Steel pays ◦ After April 30, 1987 – State pays ◦ Work started in 2010

CMGC Contracting in a nutshell CMGC = Construction Manager General Contractor

 CMGC stands for construction manager, general contractor  CMGC integrates planning, design and construction  It depends on collaboration  During the design phase, the CMGC can assist the owner with ◦ Project scope to meet budget ◦ Design to reduce costs ◦ Improve quality through innovation  Owner and CMGC work together to reduce overall project risk

The preferred alignment must still be vetted through the draft and final EIS process with all build and no-build options. The “final” alignment will not be final until the completion of the final environmental impact statement (FEIS).

 Core Team Leaders dug into all available information and weighed risks, mitigations, pros and cons to come up with an alignment recommendation for each of their areas.  Their recommendations were based on technical merits only – without regard to cost.  The cost component was disclosed later.

 When cost was considered, it added reinforcement to the technical portion of the recommendation.

 The following costs are known as “total project costs”. They include construction, design, right-of-way and minerals among other things.  The costs are based on preliminary engineering and contain contingency.  The cost estimate for E2 will continue to change as more information is available and design begins.

 Fall 2014: Proceed with contractor and designer selection after preferred alignment is recommended, announced and there has been an opportunity to hear stakeholder comments/concerns.  March 2015: Designer and CMGC on board- design E2 at risk  December 22, 2014: Publish Draft EIS for review/comment.  January 22, 2015: Public Hearing on DEIS  Summer 2014: Order bridge steel at risk  Summer of 2015: Publish Final EIS.  Late Summer/early fall of 2015: MnDOT publishes adequacy determination; FHWA publishes combined final EIS and Record of decision.

 Fall of 2015: Start Construction Contract  Reminder: This schedule is best case scenario and is subject to change.
