Washoe County School District Application to use an Alternate Teacher Evaluation System State Board of Education Meeting April 28, 2016

AB447 (2015) Section 10 states: “…3. A school district may apply to the State Board to use a performance evaluation system and tools that are different than the evaluation system and tools prescribed …” “The application must be in the form prescribed by the State Board and must include, without limitation, a description of the evaluation system and tools proposed to be used by the school district. The State Board may approve the use of the proposed evaluation system and tools if it determines that the proposed evaluation system and tools apply standards and indicators that are equivalent to those prescribed by the State Board.”

Review Process and Timeline January WCSD application reviewed and preliminary report from NDE presented to the Teachers and Leaders Council (TLC). WCSD Teacher Evaluation System found to be mostly not equivalent to the Nevada Educator Performance Framework (NEPF) standards and indicators. TLC offered WCSD the opportunity to reapply with a revised application, and asked NDE staff to work with WCSD personnel to clarify NEPF expectations.

Review Process and Timeline Cont’d February/March NDE staff met with WCSD personnel to review revised application and provide feedback. WCSD personnel made significant changes to their teacher evaluation system in response to feedback. April Final review of WCSD revised application found their teacher evaluation system to be mostly equivalent to the NEPF.

TLC Recommendation The Teachers and Leaders Council voted to recommend the approval of Washoe County School District’s Application to use an Alternate Teacher Evaluation System.

Proposed State Board Motion Accept the recommendation of the Teachers and Leaders Council to approve the Washoe County School District’s Application to use an Alternate Teacher Evaluation System.
