Mid and Long Term Plan for China’s National Civil Space Infrastructure ( ) supports GEO Released :  Application Service and Coordinated Development  Innovation Driven  Coordinated Development  Government involvement and Open  Space Segment Land Observation Series Ocean Observation Series Atmospheric Observation Series  Ground Segment Receiving Station Network Data Center Application Support Platform Sharing Network Platform Basic Principle Satellite Remote Sensing System  CHINA has developed satellite series such as meteorological satellite series Fengyun (FY), ocean satellite series Haiyang (HY), earth resources satellite series Ziyuan (ZY), environment and disaster monitoring small satellite constellation (HJ).  Now China is carrying out China High- Resolution Earth Observing System (CHEOS, GF series satellites), and  Commercial satellite missions (Jilin Constellation, TripleSat Constellation and BJ-1 small satellite. China’s National Strategy

Minister of MOST: GEOSS cited as No. 1 China has participated in many international scientific plans and scientific projects, such as the GEOSS, square kilometers radio telescope, integrated ocean drilling, thermonuclear experimental pile plan. Wan Gang said that we are actively involved in these big science programs and projects at the same time, but need to do more to propose and organize international scientific plans and scientific projects. China is one of the GEO Co-chairs  Representing the Asia-Oceania (AO) region and the developing countries.  The representing organization of GEO in China is the Ministry of Science and Technology (MOST).  Dr. YIN Hejun, the Vice-Minister of MOST is the GEO co- chair and GEO Principal of China. 5 China appointed a Vice Minister as GEO Principal and Co-Chair – a level that can coordinate relevant resources within China.

 The GEO Principal of China severed as the head of China GEO Inter-Ministerial Coordination Group.  Primary Duties include strengthening the coordination, planning and scheduling, integrating resources, and guiding the participation of China in GEO.  Couple of years ago, China established the Inter- Ministerial Coordination Board that comprises 19 Ministries and Administrations, including, Ministry of Science and Technology, National Development and Reform Commission, Ministry of Land and Resources, China Meteorological Administration, National Administration of Surveying Mapping and Geoinformation, Chinese Academy of Sciences, etc.. China GEO Secretariat  China GEO Secretariat is the executive office of the Coordination Board. Recently, the Secretariat expanded from a single entity to a joint office of three institutes: NRSCC,MOST; IRADI,CAS; and SASMAC,NASG.  The China GEO Secretariat is the administrative office of GEO Inter-Ministerial Coordination Group, and is responsible for organizing and executing the GEO China related affairs.  Representing the GEO co-chair of China, China GEO Secretariat is responsible for connecting the GEO secretariats of the GEO Members in Asia and Oceania region. 7

13 China GEOSS Framework 14  China Remote Sensing Network (CRSNet) is a coordinated network for global satellite observation and data processing.  CRSNet provides the majority of users efficiently with quantitative remote sensing data, information products and services through integrating the Chinese and foreign earth observation satellites.
