Why Disk Utility fails to Resize Partition? Some reasons explained: A part of hard drive is not recognized by the OS X. Minor logical corruption to the structure of the disk may create hassle in resizing the disk. Physical damage to the disk also create hurdles in disk resizing. Malware/Trojan attack on disk may fail resizing.

In the above screenshot, Disk Utility resizes the OS X startup drive but again pulls back the partition to original location, leaving at least 20-50GB of free spaces as unused. This may be caused by the incorrect file format to which some space on the drive has allocated to. Corruption on the part of the disk spaces can’t be ruled out. Any malicious threat may have also compromised the situation.
Resizing the drive in Recovery Mode: In such instances, user must switch to Recovery Mode and try running Disk Utility. To run into Recovery Mode, follow below steps: 1.Restart Mac 2.Press-Hole Command + R to bring Recovery Mode window. 3.Select Disk Utility 4.Go to Partition tab & try resizing disk.
Recovery Mode: May help & May Not The Disk Utility in Recovery Mode is as same as the Desktop one. It might not be of major help if the level of corruption on OS X hard drive is severe. Still, minor disk issues may be resolved in the Recovery Mode which would help us resize the disk. Otherwise, one has to opt out other options to get the resizing done successfully.

Since, we have to work on the OS X startup drive, it is necessary to first create a boot disk in order to boot the Mac with the DVD so that our main hard drive becomes a secondary partition.
