Norfolk Constabulary Breathalysed on Entry – Restricting access to Licensed premises #deepbreath Inspector Edward Brown Date: 13 th March 2014

Targeting An evidence based approach to dealing with alcohol related crime and disorder A defined causal link between intoxication and violence The culture of pre-loading which leads to drunkenness Recent study suggests 84% of premises would sell to a ‘fake drunk’ It is illegal to sell alcohol to someone who is drunk

“ He had glazed eyes, was unsteady on his feet and smelt strongly of intoxicating liquor. I, therefore, formed the impression that he was drunk”

Enter the Drager

Testing Initial breath testing took place on 21 st September 2013 and involved two late night venues in Norwich City Centre Breath tests administered by club management / door staff Highest reading of 86 microgrammes per 100ml of breath Independent assessment by officers and club staff agreed that anyone providing a sample of 70 microgrammes was clearly too intoxicated to enter the premises or be served an alcoholic drink (considerably lower than anticipated) No arguments from customers and positive feedback from premises

30 th November – 1 st January #Deepbreath 28 participating venues in the City Centre Associated marketing and social media coverage Local and national media coverage

Tracking Impact on Policing 32% reduction in violent crime during December 66% reduction in arrests for drunk and disorderly Prior to initiative 59% of detainees from the Norwich NTE claimed they were drunk before going out. This has since reduced to just 38% Impact on Licensed Premises 100% of door supervisors were happy to use the device and more than 65% said it aided them in identifying people who were drunk 95% said they would recommend it to other premises as a method of combatting alcohol related incidents 62% do not want a prescribed alcohol limited for entry to premises.

Summary Indicative measure to assess intoxication Raises awareness around drunkenness Assists venues with due diligence checks Removes conflict at the door Reduces pre-loading Makes people think twice about going out drunk
