Haiti Earthquake and Pakistan Flood Responses

Coordination Around 1,000 humanitarian organizations responded to the earthquake or that 216 organizations have attended Logistics Cluster meetings. Air Operations over 15,000 people have used the UNHAS service. Helicopters have flown to +90 isolated villages and have delivered more than 900 mt (3,100 m2) Storage 50 organizations have used storage facilities with a capacity of more than 5,520 m2 Surface/Sea Transport To date, 10,050 mt (46,500 m3) have been dispatched from Port-au-Prince for 106 different organizations More than 1,300 truck loads carrying + 9,300 mt (35,000 m3) of relief supplies have been dispatched from Santo Domingo to Haiti delivering Cholera A Crisis Cell was established at the Ministry of Health with coordinators from the pertinent Clusters, their Government counterparts and OCHA. Cholera Treatment Centres have been erected in St Marc and in L’Estere Equipment from Camp Charlie has been made available and moved to St Marc. 30 mt of cholera emergency supplies and equipment have been transported to affected areas UNHAS airlifted altogether 2mt of chlorine and 11 kits to test portability of water to affected areas. Haiti Response IHP Camps More than 60 staff members were used to establish a 450 person capacity base-camp, including management: IHP partners include - MSB, DEMA, DCPEP, FinnRescue, EDRTo

Challenges & Solutions  Damage to local logistics infrastructure (port facilities, warehousing), road access & a diminished security environment.  Rapid deployment of logistics assets, and teams working closely with Military actors to provide quick and practical solutions in the first 24 hours.  Large # of new actors with limited local knowledge and insufficient capacity & many actors with very good local knowledge but faced with overwhelming new challenges.  Dedicated help desk to assist newcomers with up to date information, points of contact and services.  Limited communications and connectivity challenged teams ability to exchange information outside of PAP.  Global Support Cell - provided extraordinary support to ensure information reached the outside world (briefs, project documents) and prepared project documents.  Ability of humanitarian actors to reach PAP quickly was impeded by congested entry points particularly the Airport.  Provision of the Humanitarian Air Services (UNHAS) in conjuncture with Military and Private Sector Air assets facilitated rapid movement of staff and cargo in the first days and dedicated staff to address flight slot issues.

Pakistan Floods Response

Coordination -Logistics Cluster cells activated in Islamabad, Sukkur, Peshawar, Multan, Hyderabad and Gilgit with dedicated Logistics Cluster coordinators. -WFP/LogCluster initiated the creation of the JACC (Joint Aviation Coordination Cell) to facilitate air transport of relief cargo. Air Operations -8 UNHAS helicopters were deployed to Pakistan, in Punjab and Sindh Provinces. Total of 1633 mt delivered and 447 passengers. -Total Air Ops facilitated by the Logistics Cluster since 5 Aug. -8,239 mt of relief cargo in Pakistan -12 organizations have utilized the services -A total of 150+ destinations have been delivered to -8 hubs and air operations hubs established Storage -The Logistics Cluster has made available more than 22,000 m 2 of warehouse capacity, in various locations as follows: Beshem, Kwazakhela, Islamabad, Multan, Sukkur, Nawabshah, Hyderabad. -22 organisations have used the storage services to date. Hovercraft and Winter Pre-positioning -In cooperation Pakistan Army, Navy and Police, the Logistics Cluster coordinated the use of hovercraft, boats and tractor-trolleys in Southern Sindh Transporting, Shelter, WASH and food aid. -The Logistics Cluster has been requested to deliver 1,200- 1,440Mt of lifesaving humanitarian aid/month to snowbound locations from Nov-end Feb.

Challenges  Need to Increase pool of deployable logistic cluster staff, particularly on Information Management and Cargo Tracking profiles.  Lack of Upstream Pipeline Information a major impediment to the Logistics Planning Process.  Engagement and utilization of Military Assets in a Natural Disaster & Conflict Environment.
