Consolidation Creation of a new district – New Tax Rates – New School Board Elected – New District Name – New District Number Process – Petition filed with local Regional Superintendent; local hearing; State Superintendent review; Referendum Vote

School District Conversion Creation of Dual Districts from Unit Districts – Unit Districts form new individual Elementary Districts (one for each Unit District territory) and form single new High School District – New Tax Rates and New School Board elected for each new district (each new Elementary District and new High School District) Process – Petition filed with local Regional Superintendent; local hearing; State Superintendent review; Referendum Vote

Dissolution / Annexation District dissolves and is annexed (absorbed) by one or more existing districts – New district not created – Tax Rates of Annexing District(s) remain in effect – School Board of Annexing District(s) remains in effect – District Name and Number of Annexing District(s) remain Dissolution / Annexation may be taken to referendum vote Option for districts with population of less than 5,000 residents or student enrollment of less than 750 to petition Regional Board of School Trustees for dissolution without referendum vote – Districts under 5,000 / 750 may also take question to ballot

Dissolution / Annexation Vote Process: – Petition filed with Regional Superintendent; petition must list annexing district or districts; hearing by Regional Board of School Trustees; Referendum Vote Non-Vote Process: – Petition filed with Regional Superintendent; hearing by Regional Board of School Trustees; may recommend annexing district, final decision belongs to Regional Board of School Trustees; petition filed by school board could be stopped by Opposition Petition

Deactivation Closing of facility and sending students to another district or districts on a tuition basis – Original districts remain in effect - new districts not created – Tax Rates and School Boards of all districts remain in effect – State Funding General State Aid – student attendance days will be claimed by home district Transportation – home district still responsible for transportation

Deactivation - Process Board Resolution by district closing facility – Adopt resolution by 79 days prior to election – Submit to County Clerk by 68 days prior to election Referendum vote in district closing facility – Receiving district or districts must be listed in ballot question Board Approval in district or districts receiving students – Finalize agreement after referendum vote

Deactivation - Agreement Sending district pays each receiving district tuition amount agreed upon by two districts – could be differing rates Students divided based on district agreement Staff divided based on request; mirror student division Initial agreement 2 years; renewable for 1-2 year periods Can reopen facility (reactivate) using same process as deactivation

Cooperative High School Districts jointly operate combined high school program – Original districts remain in effect - new districts not created – Tax Rates and School Boards of all districts remain in effect Process: – Board Resolution by each participating district – Referendum vote must pass by majority of those voting in each district Coop HS operated by Governing Board – formed from existing school board members Initial Cooperative Agreement for 20 Years

Reorganization Incentives General State Aid Difference = 4 Years Salary Difference = 4 Years Deficit Fund Balance = 1 Year $4,000 per Full-Time Certified Staff = 1 to 3 Years Deactivations / Cooperative HS eligible for Salary and $4,000 incentives Subject to Yearly Appropriation by General Assembly FY 2014 and FY 2015 Incentive Budget Update

Reorganization Feasibility Studies - Overview Tool to be used to investigate the advantages and/or disadvantages of reorganization options Voluntary - All districts within option being studied would have to approve taking part in study Districts involved choose consultant Funded on first come-first served basis Study must be completed by end of fiscal year State allotment based on number of districts in study and combined student enrollment Funds available in FY 2015 – studies must be completed by 6/30/2015

Election Timelines Consolidation: Petition filed approximately 6 months prior to election – April odd-numbered years: approximately 1 st week October – March even-numbered years: approximately middle of September – November even-numbered years: approximately 1 st week of May Dissolution/Annexation vote: Petition filed approximately 5 months prior to election – April odd-numbered years: approximately last week October – March even-numbered years: approximately 1 st week of October – November even-numbered years: approximately last week of May Deactivation/Coop HS: Resolution by 79 days prior to election – April odd-numbered years: approximately middle of January – March even-numbered years: approximately end of December – November even numbered years: approximately middle of August
