Overview Energy Performance Certificates (EPCs) EPCs: A Driver of Energy Efficiency Post-2015 National Energy Efficiency Strategy Public Works Green Building Policy SANS 1544: Status and Way Forward Concluding Comments

Energy Performance Certificates (EPCs)

Energy Performance Certificates (EPCs) for Appliances

SANS 1544: Energy Performance Certificates for Buildings (2015) E

… to compare and assess the energy performance of the building

Consumption vs Demand Certificates Consumption / Operational: –measured, actual, ….. –suitable for non-residential Demand / Asset: –calculated, ….. –suitable for residential? SA: consumption / operational EPC only: –may review for residential

Table 3 Reference Maximum Energy Consumption: SANS 10400XA Table 3 D

Energy Consumption kWh / (m 2.a)

Issuing of EPCs Competent person Accredited body Web-based certificates: –useful for self assessment only? SA: SANAS accredited organisation

SANS 1544: Energy Performance Certificates for Buildings Existing buildings which have been in operation to meet a particular need for a period of 2 years or longer, and which have not been subject to a major renovation or change of occupancy within the year prior to the assessment period Valid for five years Measured energy consumption: –including fittings –but 10400XA excludes appliances, etc.

EPCs: A Driver of Energy Efficiency

Energy Performance Certificates Energy Performance Certificates (EPCs) are used extensively around the world as a mechanism: –to focus on energy efficiency –to benchmark the energy performance of a building against industry benchmarks or national norms –for establishing a register of information on energy performance of buildings, which can be used: to support policy development by government support retro-fitting programmes by building owners and operators

European Directive 2002/91/EC 2010/91/EU Member States shall take measures to ensure that for buildings with a total useful floor area over m 2 occupied by public authorities and by institutions providing public services... an energy certificate … is placed in a prominent place clearly visible to the public The energy performance certificate for buildings shall include reference values such as current legal standards and benchmarks in order to make it possible for consumers to compare and assess the energy performance of the building

EPCs in Europe Austria Belgium Germany Greece Ireland Italy Portugal UK …. Residential Non-residential

NABERS Rating Governments around Australia have set sustainability standards for government owned and leased offices based on NABERS

Building Energy Efficiency Disclosure (BEED) Legislation: Australia Building Energy Efficiency Certificate (BEEC): –includes NABERS Energy rating –mandatory when commercial office space with net lettable area over 2000 square meters is advertised for sale or lease: some exclusions Building Energy Efficiency Register: –details of Building Energy Efficiency Certificates –62000 records (January 2015)

Department of Energy; Post-2015 National Energy Efficiency Strategy (Draft)

Public Buildings; Goal 1 (Draft) Goal (Draft): –50% reduction in the specific energy consumption (measured as GJ annual energy consumption per m2 of occupied floor area) by 2030 relative to a 2015 baseline How will we get to our goal: –Successively tightening building standards for new buildings –Stimulating more significant retrofits of existing public buildings –Introducing a culture of energy efficiency across the public sector –Greening procurement policy Actions: –P1.1: Introduction of mandatory EPC certificates in all rented properties and publicly accessible buildings –P1.4 Support the refurbishment of government owned buildings using innovative financing solutions. –P1.7: 15-year trajectory for the successive tightening of the energy performance component of building standards

Commercial Buildings; Goal 5 (Draft) Goal (Draft): A 37% reduction in the specific energy consumption (measured as GJ annual energy consumption per m2 of lettable / habitable floor area) by 2030 relative to a 2015 baseline How will we get to our goal: –Successively tightening building standards for new buildings –Establishing a financing mechanism that will improve the business case for more extensive retrofits Actions: –C1: Introduction of mandatory EPC certificates in all rented properties and publicly accessible buildings –C2: Revision of 12L to ensure it provides an incentive to commercial property owners –C3: Tax incentive for ‘deeper’ energy efficiency retrofits provided on an escalating scale

Draft Regulation EPCs likely to be required to be displayed on buildings owned, operated or occupied by organs of state: –A1 (Entertainment and public assembly), A2 (theatrical and indoor sport), A3 (places of instruction), or G1 (offices) –buildings completed after 1999 –1 000m2 and larger –2 year phase-in –enacted 2016? Extended to private buildings by 2018? –change of ownership or tenancy: can be introduced through by-laws

Building Energy Performance Register Information contained in the EPC to be submitted to the national Building Energy Performance Register (BEPR) to be established and maintained by SANEDI: –feedback loop into SABS 10400XA

Public Works Green Building Policy (Draft)

Energy Performance Certificates (EPCs): –Guidelines and minimum standards will be developed for leasing of buildings by Departments of Public Works in line with the measured energy performance as recorded in EPCs –Guidelines and minimum standards will be developed for prioritising and for retrofitting of buildings owned by Departments of Public Works in line with the measured energ performance as recorded in EPCs National Building Regulations; SANS 10400X: –DPW will develop and communicate a clear medium-term vision for energy efficiency within public buildings, and will facilitate a clear plan to incrementally ramp-up energy efficiency in SANS 10400XA

Pilot EPC Projects 19 DPW buildings identified in 7 regions 10 Provincial Public Works buildings identified in 6 Provinces In-house training scheduled early April 2016 Measurements to start April 2016 Pilot certificate

Energy Efficiency Trajectory; EnEV

Proposed Maximum Energy Consumption; Offices Region 1 Adapted from: Proposal for a revision and extension of Table 2 of SANS 204:2011; Solid Green, for GIZ, May 2015

Energy Trajectory & Existing Buildings Energy Time

SANS 1544: Status & Way Forward

SANS 1544: Energy Performance Certificates for Buildings DPW motivation to SABS: August 2012 Draft for comment: September 2014 SANS 1544: January 2015

SANS 1544: Conformity Assessment Body (CAB) SANS 1544: All energy consumption data shall be assessed by a body that has been accredited by the relevant national body: –SANAS Accreditation to be launched: –17 March 2016 –18 month preparatory period

SANS 1544: Training of Assessors To date, only one organisation has developed training material: –SAATCA Others are strongly encouraged

SANS 1544: Act / Regulation / Policy Draft DoE Regulation EPCs likely to be required to be displayed on buildings owned, operated or occupied by organs of state: –A1 (Entertainment and public assembly), A2 (theatrical and indoor sport), A3 (places of instruction), or G1 (offices) –buildings completed after 1999 –1 000m 2 and larger –2 year phase-in –enacted 2015 /16? Extended to private buildings by 2018? –change of ownership or tenancy

Building Energy Performance Register (BEPR) SANEDI to establish the national Building Energy Performance Register (BEPR) to record energy data obtained from EPCs: –mandatory: initially public sector (2016?) private sector when mandated (2018?) –voluntary: subject to being issued in compliance with SANS 1544

Possible Public Sector Procurement Model 3 year tender by DPW across all regions Evaluated on cost per certificate CPG: local participation, BEE, etc Other government institutions can the adopt: –NT Regs 16A6.5 DPW facilitating the establishment of EPC assessors SANAS Accredited Conformity Assessment Body SANAS Accredited Conformity Assessment Body

Concluding Comments

SANS 1544 EPCs are used extensively around the world to enhance energy efficiency – and are being adopted in SA: –SANS 1544 published –assessor training by September 2015 –accreditation available by March 2016 –roll-out of EPCs likely by July 2016 Stakeholders are encouraged to prepare and to participate: –assessors –certification bodies
