4 Vision Significant increase in data usage in businesses across sectors. Finland offers an attractive, innovative and reliable development environment for data based business. Production and application of internationally competitive data services and solutions is commonly based on Finnish know how. Year 2020 Year 2025

Government’s Decision on Data Utilization in Business Defines principles and guidelines to increase mass and my data utilization 5 goals: Smarter businesses by data usage and data analytics Better cost-benefit ratio for data usage International services that attract investments Human-centric personal data governance (my data) and data protection as a competitiveness asset. Increased skills and know how  8 guidelines and 39 actions 5

Guidelines: 1.Enabling regulation – deregulation, smart regulation and experimenting 2.Strengthening competences for data based desicion making processes 3.Support for data based approaches and operating models including open markets 4.New guidelines for data sharing (anonymious data, model contracts) 5.Public sector as an example in data sharing (open data and API’s) 6.Common development platforms and ecosystems 7.Access to financing and international markets 8.International cooperation in order to support data based economy (such as EU’ s internal market policy and the free movement of data initiative) 6

Transport Code: Requirement of openness of necessary information 8 Data on mobility service must be opened Non-discrimitary access to data and information systems Interoperability of ticketing and payment systems

Open data and interoperable ticketing with Transport Code proposals  Open data interfaces (e.g. routes, timetables, stops, prices)  Single ticket for the entire travel chain (train, bus, on-demand, car share) by third parties  Public procurement only for interoperable (id-based) online ticket and payment systems  Easier to develop, use and sell door-to-door and interoperable mobility services  Seamless international travel chains 9
