Reminders The World Heritage List Not only is the recognition by the UNESCO an award for excellence, but also the commitment in front of the international community of: Managing the inscribed site in a exemplary way Promoting the appropriation of the heritage by the inhabitants / users Offering the heritage to the visitors Assuming the duty of international solidarity Passing on the heritage to the future generations in its totality and authenticity Thus it is first a strong responsibility and then an asset for the image of the City.

1.2-The peculiarities of the historic site of Cairo The Outstanding Universal Value ( according to the UNESCO standards) of the historic site is based on 3 main specifics: - A unique site - The consistent development of the city over 3 millenniums: the urban model - An inhabited and lively territory: the urban life Advantage: this vision, which is new to the UNESCO, does not limit the heritage neither to what is monumental, nor to a privileged district, nor to the past. Drawback: the heritage management and the city management become widely mixed up.

1.3 - Why a UNESCO management plan today? - A management plan was not required for UNESCO applications before The UNESCO periodic report (evaluation of the inscribed site management) highlighted the weaknesses and lacks of visibility for the management methods of the inscribed sites - a study to bring together the heritage tools was realized - a charter for the management of the sites inscribed on the World Heritage List - UNESCO periodic report The City must upgrade to compliance and develop the Management plan of the Historic site

1.4 - Methodology to develop the Management plan Circular of April 12th, 2012 from the Heritage General Management gives official guidelines about the methods of management of the inscribed sites: - Participative Approach started in ? - Stage 1: Consulting State - Region - Department Developing the general structure of the Management plan - Stage 2: Consulting the experts and the heritage stakeholders (holdings) Consulting district committees - Stage 3: Validating the Management plan Writing the presentation file Deliberating - Delivering the file to the State for transmission to the UNESCO

2.2 – Certiefied Report A - The base of patrimonial politics I/ 2 centuries of actions in preserving the heritage and giving a new life to the historic districts in Cairo - Identification of the site - Identification of the stakeholders - Statutory Tools to protect the site - Operational and financial Tools Building up realizations, tools and know-how which constitute the base of patrimonial politics

B - Actions revitalized by the recognition by the UNESCO 4 axes based on the commitments of the Convention of the World heritage: - Guaranteing the sustainability of the site: Heritage conventions and urban projects (Banks of the Nile…) Management of the public area: charter Old Cairo - Charter restoration Low impact means of transport: - Restoring the values of the heritage to the inhabitants: Heritage Days and urban strolls Heritage and me Label? Digitalization of the heritage

- Offering the heritage to the visitors: descriptive Plan of the historic site Reception and promotion of the heritage symbolic Offers: XXIth Heritage and realized Utopias - Assuming the duty of solidarity: Networks decentralized Cooperation

2.3 - Diagnosis Identify the main evolutions since the inscription and highlight the stakes on important subjects: - Governance: organizing the piloting and the coordination of the whole project - Knowledge: bringing together the scientific data - Urban Project: making understandable the VUE, managing the urban development and the energy issues - Monuments: registering a technical and financial long-term program - Archaeology: be equipped with a capacity of building-up, transmission and interpretation - Awareness : transmitting the VUE to the public - Tourism: welcoming and creating a genuine offer on the VUE and spreading flows to the widest territory - Solidarity: pursuing the commitment on both national and international levels to promote the values of the World Heritage

2.4 - Governance - Piloting : local Commission made up with 3 stakeholders State - Elected representatives - qualified People - technical Piloting: technical committe of the City - Département-DRAC - Region - Coordination: UNESCO representative State and Historic Site Mission - Programming: services - Piloting communities: piloting committees by project and/or Committee of follow-up - Communication: Heritage Diary - Dialogue: CIL and districts committees - Evaluation: decision-making support and preparation of the next UNESCO Periodic report

2.5 - Action plan Consolidate the management of the historic site following 6 main directions: - urban Project and consideration of the VUE - Integration of the heritage in the PLU - Revision of the statutory tools of protection ( inscribed sites) - global Diagnosis and strategic plan on the urban landscape, the use values and the sustainable development - scientific Approach of the authenticity of the site and the production of knowledge - Consolidation and information exchanges - scientific and cultural Cooperation - preventive Preservation and heritage restoration - Assert a long-lasting management policy of archaeology and strengthen the preservation, study and restoration tools - multiannual Program of the restoration of monuments and prospection

- Rise awareness of the heritage values and the cultural project Development and bringinf together devices of reconstitution and interpretation Using the educational sector with new public Communication of the collective duty of protections-valuations with the general public and with the professional field - Tourism and Outstanding Universal Value of the heritage Building up the monitoring job on the scale of Cairo and its neighborhood Strengthening the function reception and interpretation of the historic site Updating and revitalizing the cultural contents Diversifying the cultural and heritage offers on the territory - Cooperation and sharing of the universal values Pursue the commitment in the national and international networks Consolidate the programs of decentralized cooperations

3 - Work program Stage 1 set the goal to create a culture shared between all the services and to develop first a general structure of the management plan. - 1st quarter 201?: stage 2 of consultating and dialogue - May 201?: validation by the local UNESCO Committee and return to all the stakeholders - 2nd quarter 201?: stage 3 of writing of the file - July 201?: delivery of the file to the State for transmission to the UNESCO
