Reminders The World Heritage List Not only is the recognition by the UNESCO an award for excellence, but also the commitment in front of the international community of: Managing the inscribed site in a exemplary way Promoting the appropriation of the heritage by the inhabitants / users Offering the heritage to the visitors Assuming the duty of international solidarity Passing on the heritage to the future generations in its totality and authenticity Thus it is first a strong responsibility and then an asset for the image of the City.

1.2-The peculiarities of the historic site of Cairo The Outstanding Universal Value ( according to the UNESCO standards) of the historic site is based on 3 main specifics: - A unique site - The consistent development of the city over 3 millenniums: the urban model - An inhabited and lively territory: the urban life Advantage: this vision, which is new to the UNESCO, does not limit the heritage neither to what is monumental, nor to a privileged district, nor to the past. Drawback: the heritage management and the city management become widely mixed up.

1.3 - Why a UNESCO management plan today? - A management plan was not required for UNESCO applications before The UNESCO periodic report (evaluation of the inscribed site management) highlighted the weaknesses and lacks of visibility for the management methods of the inscribed sites - a study to bring together the heritage tools was realized - a charter for the management of the sites inscribed on the World Heritage List - UNESCO periodic report The City must upgrade to compliance and develop the Management plan of the Historic site

1.4 - Methodology to develop the Management plan Circular of April 12th, 2012 from the Heritage General Management gives official guidelines about the methods of management of the inscribed sites: - Participative Approach started in ? - Stage 1: Consulting State - Region - Department Developing the general structure of the Management plan - Stage 2: Consulting the experts and the heritage stakeholders (holdings) Consulting district committees - Stage 3: Validating the Management plan Writing the presentation file Deliberating - Delivering the file to the State for transmission to the UNESCO
