Seminar for Method and Experience Sharing on Community Forest Management (CFM) Hanoi, April 19, 2007 Extension and Training Support Project for Agriculture & Forestry in the Uplands (ETSP)

Land Use Planning/Forest Land Allocation (LUP/FLA) Setting up Forest Protection and Development Regulation (FMPDR) Approval, implementation Monitoring and Evaluation Approval, implementation Monitoring and Evaluation CFM Planning: Participatory Forest Resource Assessment 5-year forest management plan CFM Planning: Participatory Forest Resource Assessment 5-year forest management plan Overview on CFM Process

CFM Planning

Overview on CFM Process LUP/FLA FMPD Regulation Forest Manage- ment Planning Implementation & monitoring Forest Management Planning includes Forest resource assessment 5-year forest management plan

Participatory Forest Resource Assessment Goal: Community forest resource is assessed by simple method which will be the basis for forest block management goal as well as timber supply capacity of each block. Forest resource assessment Mapping & blocking Block description and forest block management goal Participatory forest inventory Data analysis – Estimate of sustainable harvesting timber amount

Mapping & blocking

Forest mapping & blocking  Goal : Divide the forest area of each community into different blocks for forest management  Results: Name, location and area of each block is determined on the map of scale 1:10,000 by local people

Definition of forest block  A forest block means an area with … … same Forest Type … same Forest Condition …same Forest Management Method to be applied in future …same Forest Products to be harvested in future

Block identification, calculating Local names are used for forest blocks Calculating area on map of scale by grid 1x1cm

Block description and determination of forest management objectives

Long-termed forest management goal When location and area of forest blocks has been determined, … data collection relating to forest management, … including whether to carry out forest inventory or not? Based on this information and specific needs of forest beneficiaries  Management objectives of each forest block is determined

Example about forest block management goal “cây họ dầu forest provides timber by selective cutting method” or “mixed forest provides small timber, firewood by selective cutting method” Forest block management goal includes: - forest structure and expecting product - treatment method (or silviculture techniques)

Participatory forest inventory

Participatory forest inventory Role of local people :  Actively participating in … … setting up sample plots … identifying tree species and measuring tree diameter at breast height … even distribution of sample plot within forest block Role of supporting staff ( village, district, technical ):  Undertaking & assisting some specific tasks…. … data record (prevent mistake)

Participatory forest inventory Participatory do not mean the farmer have to do everything by himself, and do not mean everything will be done for him, either

Setting up sample plot and measurement Sample plot measurement technique is used to estimate the forest resource, including: specie, diameter class, using value, natural generation Sample plot dimension: size of sample plot 10x30m is used

One sec- tion Subplot B: Measuring tree with diameter at breast height over 10cm) Subplot A: Measuring tree with the height over 1.3m 10 m Đường lát cắt Subplot C (2m x 2 m) - is to be set up at 4 corners 10 m One sam- ple plot Outline of sample plot slice 10 m

Measuring tree diameter by colored tape Identify diameter classes by colored tape. Increment of trees in natural forest vary from 3 – 5cm.

Data analysis – estimation of number of trees that can be harvested sustainably Summary of data for each block Calculation of tree number per each diameter class of forest block These data will be used to create column chart Comparing the current N/D chart (Number of tree & Diameter class) with the sustainable forest model

Overview of CFM process LUP/FLA FMPD Regulation Forest manage- ment plan Performing & monitoring Forest management plan Forest resource assessment 5-year forest management plan Blocking Block description and determination of forest management goal Participatory forest inventory Data analysis - estimation of trees that can be harvested sustainably

Sustainable forest model Sustainable Forest Model (SFM) SFM is a very important standard against which the current forest status is compared, therefore the quantity of harvestable trees in different diameter classes can be defined.

Estimation of trees that can be harvested sustainably Comparison of structure of N/D of Sustainable Forest Model (SFM) to actual Number of tree & Diameter class (N/D) in different blocks and determination of harvestable quantity according to diameter classes

Comparison of actual tree number of each block to the one of sustainable forest model Number of tree in forest block (on A0 paper) Number of tree in SFM on transparency Discussion to get solution for forest block management and using Basis for supply/demand comparison

Making Forest management plan

Overview on CFM Process LUP/FLA FM&D Regulation Forest Manage- ment Planning Implementation & supervision Forest Management Planning Forest resource assessment 5-year forest management plan Blocking Block description and determination of forest management goal Participatory forest inventory Data analysis – Estimate of sustainable harvesting timber amount

Preparation & approval of Community Forest Management Plan Community Forest Management Planning Comparison of demand/supply 5-year forest management plan Demand evaluation Goal 5-year forest management plan is set up based on the forest product demand of community and forest supply capacity;

Assessment of forest product demanded by the community in 5 years

Targeted use Number of tree according to diameter class for 1 project Number of work per year/village Total number of tree per year according to diameter class Total number of tree in 5 years according to diameter class Living house Cattle shed Fence Wooden furniture Fire wood Forest product demand of community in 5 years

Comparison of forest product supply/demand The supply source is determined based on: Forest inventory result Comparison with sustainable forest model Forest product demand is determined based on result of the above mentioned step (demand determination) Comparison and balancing between forest supply source and forest product demand of village

Making 5-year forest management plan

5-year plan for forest management Based on the results of the above mentioned steps Elaborate 5-year plan for each forest block –Determine forest management goal –Present specific activities Plans of all forest blocks will be summarized to compile the Forest Management Plan of the village Based on the 5-year plan of the village, plan for each year will be set upeach year

Overview of CFM process LUP/FLA FMPD Regulation Forest manage- ment plan Implementation & monitoring Forest management plan Forest resource assessment Blocking Block description and determination of forest management goal Participatory forest inventory Data analysis - estimation of trees that can be harvested sustainably Demand evaluation Comparison of demand/supply 5-year forest management plan

Set up Forest Protection and Development Regulation (FPDR)

LUP/FLA Set up FMPD Regulation Approval, implementation and monitoring benefit sharing within society Community Forest management plan : Participatory forest resource assessment 5-year forest management plan Community Forest management plan : Participatory forest resource assessment 5-year forest management plan Overview of CFM process

Set up and implement the Forest Protection and Development Regulation Goals: Set up a regulation based on traditional customs and current applicable policies in natural resource management. Provide appropriate tools and skills to help farmers analysing forest resources, developing content of the regulation as well as implementing the same by themselves.

Steps to set up Forest Protection and Development Regulation Documentation of regulations Preparation Village meeting Approval by district Dissemination of the regulations Monitoring and evaluation

Village meeting Determine critical forest products and harvesting method: Where is the source for harvesting? Allowable for harvesting or not, when? Allowable amount of each harvesting time? How to exploit? Regulation on forest product harvesting How to share benefit?

Village meeting Reasonable dissemination is very important because local people will be responsible for implementing this Forest Protection and Management Regulations … Determine reasonable methods Poster Signal plate Leaflet Dissemination of the regulations Village meeting Training program … Is it necessary to translate into local dialect?
