1.Collaboration with existing groups and partnerships in developing energy performance standards and promotion of these standards in developing countries 2.Promotion of the effective implementation of existing energy efficiency regulation for buildings 3.Encouragement of the development of policies to achieve increased energy efficiency in buildings 4.Development of innovative mechanisms for financing the design, construction and retrofitting of buildings to improve energy efficiency REEEP as a Driver for Energy Efficiency

1.Support development and implementation of innovative approaches for financial risk mitigation 2.Support the incubation and establishment of dedicated funds and micro-finance facilities for RE and EE investments 3.Support development of innovative institutional arrangements for financing (e.g. financial intermediation, ESCOs) 4.Enhance the finance and banking sector's engagement 5.Build capacity in local finance and banking sectors to increase support for RE and EE projects The economics of renewable and energy efficiency require innovative finance approaches

1.Assist governments and authorities to develop and implement legal frameworks and schemes which accelerate the REES market 2.Promote institutional capacity building on REES and provide training toolkits for policy makers 3.Support initiatives at the local level for promotion of REES such as city twinning 4.Assist in linking REES schemes to national energy and resource plans 5.Share best practices throughout the global network There is no ONE best practice for policy and regulation

Financing Energy-efficient Street Lighting in India  Financing and implementing energy efficient street lighting equipment at €1.5 million  5 Municipalities in the state of Madhya Pradesh  Development of standard tender documents for selecting and contracting ESCOs to implement the project and CDM PDD documentation  This standard documentation can be used by any municipality to contract ESCOs and finance efficient street lighting through CDM

Removal of Residential Energy Efficiency Barriers  Assessment of energy saving potentials in residential areas  7 cities in 5 countries (Armenia, Bulgaria, Latvia, Poland, Ukraine)  Case studies on major barriers to residential energy efficiency measures and recommendations to key stakeholders in municipalities in each country and dissemination via MUNEE  Can serve as a model for municipalities in other transition countries

Financing Energy Upgrades in South African Low- income Homes  Reduced costs of € per year through energy-upgrade of more than 1900 houses with insulated ceilings, solar water heaters and energy- efficient lighting  Kuyasa district of Cape Town  Development of a background analysis of the needs in low-income housing and of a financial model under CDM  Can be replicated in any low-income suburban area in Sub-Saharan Africa

3.3 mio € are currently allocated to projects which receive co-funding of 17.6 mio €
