1. Governance and transparency The Commission will moderate the meetings of the WG and provide the secretariat Participants' contributions should: Bring in the expertise and experience of their company or organisation; while Representing association positions where that is relevant Chatham house rules Participants may speak in EN or FR (no interpretation) A website has been launched at: europe-dialogue/ europe-dialogue/ The Commission will post there documents that it publishes in relation to Licences for Europe Stakeholders will be able to post comments on the topics covered by Licences for Europe, for consideration by the WG The WG should agree which of its working documents may also be disclosed

2. Schedule The WG should: Finalise work by November; and Make a mid-term report in June In function of the objectives agreed by the WG, the Commission does not exclude that: Subgroups will be established to work on specific issues or themes; and/or Open meetings with a wider group of representative businesses and organisations could or should be held on specific themes

3. Objectives of this meeting Participants should state briefly their proposals on the issues identified, from a commercial and technological point of view The objective of the WG is to explore solutions within the current legal framework. Policy debate on the currrent legal framework is, therefore, out of scope of discussion. On this basis, the Commission will draw conclusions summarising the orientations of the WG on: The range of specific issues to be addressed Objectives for the WG How to organise work in order to reach these objectives, including: –Number and regularity of meetings

4. Issues identified The lack of clarity as regards: the scale and nature of the demand for access at EU level to text and data mining (TDM); the extent to which licences are delivering such access; and the technological conditions for ensuring effective TDM access.

5. Objectives for the WG Identify technical and contractual approaches to dealing with the issues identified. Specifically: Identify the scale of demand for TDM access at EU level for text mining of scientific publications and underlying data for research purposes, and appropriate means of meeting this demand. Explore the potential and possible limits of standard licensing models, as well as assess the appropriateness and feasibility of technology platforms to facilitate TDM access.

6. Solutions  What solutions and best practices should the WG pursue?  What proposals can you make for taking this work forward?  E.g. specific subgroups, external expertise?
