CONFIDENTIAL California Electricity Updates California Chula Vista, 49 MW peaker, Jun 2001, SP15. Limited to 48,000 annual MW output. Golden Gate Power Project, 51 MW, Jul 01, NP15. Approval received by the CEC on Dec 8th for the four month approval process. Warnerville, 86.4 MW, Oct 01, NP15. This project was canceled by Calpine on Dec 10th. An additional 350 MWs of peaker P&W turbines have been directed to meeting this RFP by an independent developer. These are sited throughout the state. It is unclear how and when these will be sited but many of these will probably not meet the CISO target date of June City of Escondido (SP15) has an RFP offering a site for a peaker to be installed by June Elk Hills, 500 MW, Jul 2002, ZP26. Final approval was received Dec 6th with construction to begin Q Pastoria, 750 MW, June 2003, SP15. Final approval was received Dec 20th with construction to begin June PEAKERS The CISO has issued an RFP for 2,000 MW of peaking power to come online by Summer They have indicated that only 800 MW has been submitted. Sunrise, 320 MW, ZP26, Aug Mission Energy was granted fast track approval to build the first phase for peaking power next summer. The peaking permit will be effective until December 31, 2002 at which time the unit will begin a conversion to CC.

CONFIDENTIAL PNW Updates PG&E has announced plans for a phased expansion of the Pacific Northwest pipeline system. The first phase will serve primarily the California market The second mainline expansion, between , will also target generation demand in the Pacific Northwest and California. In addition, the company has another pipeline in development that will connect with the PG&E GT– NW system to serve the Seattle region. In total the expansions could yield as much as 1 billion cfd of new capacity on the PG&E GT–NW system. Washington –Fredrickson, 249 MW, June Turbines(7FA-7241) are scheduled for delivery in December. Herzog is finished. There are plans for an expansion of this facility in Q –Chehalis, 550 MW, June Construction set to begin June 13, TIC has been chosen as the EPC for this project. Turbines have been lined up to begin construction. Oregon –Klamath Falls, 500 MW, July Because tax-exempt financing was used for the project, 250 MW were set to be sold to tax exempt entities. There is still 100 MW left for sale. The plant developer is currently looking at the possibility of 250 MW expansion. Idaho –Rathdrum, 270 MW, 6,900 HR CC, Construction delays have pushed this online date from June 2001 to August –Idaho Power Co has issued an RFP for 250 MW of peaking power installed by June PNW

CONFIDENTIAL Rockies Updates Colorado Office of Consumer Counsel claims that PSCO wasted $567 million by not building generation.(MWD 11/14/00) This did not stop the PUC from approving these purchases on Dec 14th. North American Power Group has announced plans to invest $175 million in a new power line that would connect Colorado's Front Range with coal-fired generation resources in Wyoming and northern Colorado. If approved, the plans call for the project to be completed in 2004 and predict that 30% more power could be delivered to electricity markets in Colorado. The lines would run from northeast of Douglas, Wyoming into Colorado near Ault and south into metro Denver, according to WAPA. Ft. St. Vrain, 235 MW (UC), June Construction has begun on this 3rd unit of existing 2 7FA converted nuke site. Ray Nixon (Phase 2), 460 MW, May Not short listed, but will probably be built(80%). PSCo has issued its “Recommended Plan” which shows 739 MW for 2002, 334 MW for 2003 and 516 MW 2004 for a total of 1,589MW. PSCo has a $4.5 million DSM Request for Proposal for Bid 2001 which is roughly 362 MW. Midway, 225 MW, Jul x LM6000 Peaker. PPA signed for 11 year toll on Oct 15th. Air Permits received Oct 31st. CONFIDENTIAL DSW Updates Arizona –Red Hawk, 1,060 MW, Pinnacle West(APS), June Broke ground on Dec 19th. –Panda Gila, 1,000 MW, Oct Project entered public notice phase on Dec 15th. Project has become a joint venture with Teco. –Mesquite, 1,250 MW, Sempra, Jan Approval received on Dec 7th. Construction commencement is scheduled for Q –West Phoenix 4, 120 MW, Aug Major equipment delivery expected Dec DSW –Kyrene Expansion, 250 MW, Jan Expansion capacity was revised from 825 MW to 250 MW to meet community pollution concerns. Plan has expanded to a retrofit for emissions of existing units and the acquisition of local emission offsets. Nevada –Tahoe-Reno Industrial Center, 350 MW, Sept Foundation pouring began Dec 15th. Project is being constructed by Morgan- Stanley and Kansai Electric. A $230 million pipeline, which would run 215 miles from Arizona to Mexico has been filed with FERC in October. The pipeline would begin at an interconnection with El Paso Natural Gas near Ehrenberg, Ariz., and cross California into northern Baja California, Mexico.
