The Carbon Plan The Climate Change Act 2008 requires Government to reduce greenhouse gas emissions by: cutting emissions by at least 34% by 2020 and 80% by 2050 – below the 1990 baseline ; setting and meeting five-yearly carbon budgets for the UK during that period (set three budget periods ahead)

The Energy Act 2011 Green Deal new financing framework to enable the provision of fixed improvements to the energy efficiency of households and non-domestic properties funded by a charge on energy bills that avoids the need for consumers to pay upfront costs Energy Company Obligation replaces the existing Carbon Emissions Reduction Target (CERT) and the Community Energy Saving Programme (CESP), which will both expire in 2012

Energy Company Obligation(ECO) Designed to support Green Deal for households which are: Hard to treat (solid walls) Low income households o £1.3bn per year to March 2015

Three Potential Delivery Models

How can installers comply? Only installers authorised and certified under a new Green Deal standard will be able to undertake the work. The PAS 2030 standard will be implemented through certification bodies, using existing structures Installers will need to: Carry the Green Deal Mark; Take full responsibility for quality; and Comply with the requirements set out in the Green Deal Code of Practice.

Common Minimum Technical Competencies (CMTC) are used by the Competent Persons Scheme Operators (CPSOs), DCLG etc. as a minimum ‘level’ when CPSOs measure competency for GD they will look for all of the technical competencies to be covered across the entity or individual holding a route technical competency you will still need to cover the non-technical (by annex) section of the PAS 2030 (if appropriate)

Publically Available Specification 2030 (1) provides a specification for the installation of energy efficiency measures in existing buildings. is a quality standard against which installers must demonstrate they can provide installations to specifications works alongside the Green Deal financing mechanism, and ECO and sets out skills, qualifications etc. contains the installation processes required, for each measure, management of the installation, and quality of service pre/during/post installation.

National Occupational Standards Insulation and Building Treatments Reviewed November to March 2011 Amended to reflect current practices Occupational areas covered: − cavity wall insulation − loft insulation − internal insulation − external wall insulation − cavity wall tie replacement − draught-proofing − insulating framed sections of buildings − wood preserving and damp-proofing.

Available QCF Qualifications Level 2 NVQ Certificate in Insulation and Building Treatments (IBT) − loft insulation, cavity wall insulation, external wall insulation, internal insulation, draught-proofing, insulating framed sections For NVQ Assessment: Construction Awards Alliance: lists all registered UK assessment centres. Scottish Qualifications Authority Awarding Body for the Built Environment

Training Adult Upskilling Programme in external wall insulation − With plastering or trowel trades experience − 5-10 day course − Commitment to achievement of the IBT NVQ − ConstructionSkills with INCA (piloting currently)

Apprenticeships / New Entrants Specialist Apprenticeship Programme in external wall insulation: Comprehensive 2-year EWI training programme leading to NVQ level 2 Insulation and Building Treatments. National Specialist Accredited Centre ( ). Traditional apprenticeship pathways for Insulation and Building Treatment occupations now available: Draft-proofing, Loft, Cavity, External Wall insulation

Installer Skills Needs for Green Deal up-skilling the workforce in readiness for the Green Deal - enhancement of existing skills.
