I. BACKGROUND -IGAD established in 1986 in response to Droughts, Food Insecurity and Environmental Degradation with a mandate to mitigate drought effects and combat desertification

SOCIAL DEVELOPMENT PROGRAMS IGAD aspires to: Contribute and supplement MS devt. agenda in advancing the quality of life of the IGAD Population Promote & facilitate common social policies among MSs in the areas of: Health, Education and Employment, Social Protection, Youth, Migration, and Gende r Develop and Harmonize common Strategies/ Policies to combat major diseases HIV& AIDS, TB, Malaria and Malnutrition IGAD

III. WHAT SHOULD GO INTO THE NEW STRATEGY 1.Areas of Focus 1.1. Education, esp. higher education as a tool for enhanced and holistic integration – IGAD
