New Energy Efficient Products Requirements: What Federal Purchasers Need to Know Joan Glickman Federal Environmental Symposium May 3, 2006

Presentation Overview EPAct 2005 Energy Efficient (EE) Procurement Requirements Importance of EE Procurement ENERGY STAR ® Update Conclusions

Agencies shall procure ENERGY STAR ® qualified or FEMP designated products Agencies shall incorporate ENERGY STAR ® /FEMP criteria in… –Guide specifications –Project specifications –Construction, renovation, and services contracts –Evaluation of competitive offers EPAct 2005, Section 104: Federal Agency Requirements

EPAct 2005: Federal Supply Agencies’ Requirements General Services Administration (GSA) & Defense Logistics Agency (DLA) Priority Listing: “ENERGY STAR ® and FEMP designated products shall be clearly identified and prominently displayed in any inventory or listing of products...” Limit Supply: “Agency shall supply only ENERGY STAR ® or FEMP designated products…” Exceptions: Agency head must document in writing that… Product is not life-cycle cost-effective No efficient products are “reasonably available” that meet functional requirements Used for combat or “combat-related missions”

Secretary of Energy shall -- Issue regulations to carry out Section 104 –Will include specifics on purchaser and supplier requirements; deadlines for compliance Issue a standard for federal purchase of premium electric motors – “…agencies shall select only premium efficient motors that meet a standard designated by the Secretary…” EPAct 2005: Department of Energy Requirements

Why Focus on Energy Efficient Procurement? Significant Potential Savings –Federal Sector Only: 15+ TBtu/year; $224 million –All levels of government: Over $1 Billion/year Help Federal Agencies Meet Requirements & Goals… –Purchasing Requirements: Executive Orders, Federal Acquisition Regulations, EPAct 2005 –Energy Savings Goals: 2% reduction per year; 20% reduction by 2016 –…using funds already being spent to buy or replace equipment Lead by Example –Federal government is the world’s biggest buyer Spends $10-20 billion annually on energy using equipment –Leverage government buying power to help transform the market

Federal Purchasing –most are supplied to govt./military through these sites –Important products in federal sector Monitor/computer power management LCD/flat screen monitors EPS/battery chargers –Opportunity to extend our partner/vendor goals about increasing ENERGY STAR and FEMP qualified product stocking/inventory and enhancing training

Estimated Federal Purchases of Energy-Related Products All Federal PurchasesFederal Buildings

Which Products Use “Significant” Amounts of Energy? 8% of site energy Estimated End-Use Energy in Federal Buildings

FEMP/ENERGY STAR ® Strategy Make it Policy: Communicate from the top Make it Possible: Change purchasing rules and procedures – first-cost vs “full cost” (LCC) Make it Easy: Efficiency criteria, list of products & sources Make it Count: Set example for other buyers; coordinate with market transformation programs

More than 70 ENERGY STAR qualified and FEMP designated products types Lighting –Fluorescent fixtures, ballasts, tubes –Industrial fixtures (HID) –Exit signs, CFLs Office Equipment Non-residential heating and cooling equipment Commercial refrigeration, cooking, dishwashing Electric motors and transformers Residential HVAC, appliances, lighting Water-saving devices Roofing and windows Low standby power products Purchasing Specifications

FEMP Product Designations: Special Features Specifications Cost Calculators Model Language Product Lists* * FEMP does not have product lists available for all categories, but is working with industry groups and others toward that end.

Simplify Life-Cycle Cost Decisions How much $ is at stake? Present-value of lifetime $ savings (compare with Δ first-cost)

Incorporating FEMP & ENERGY STAR ® Criteria in Guide Specifications Opportunity to affect thousands of purchases Make efficient equipment the “default,” not an upgrade Examples: –Unified Facility Guide Specs –Army Corps: chillers –Navy: distribution transformers –EPA Green Specs –Whole Building Design Guide

States, Cities, and Other Nations Using FEMP & ENERGY STAR ® Procurement Specifications Targeted procurement can stimulate market transformation Same federal criteria (ENERGY STAR ® or FEMP) now used by 15+ states and 6 cities including NYC These jurisdictions serve 40% of US population FEMP procurement is an international model: Mexico, China, India, European Union, South Africa 80% of government spending is at state and local levels

New York City Purchasing Policy (adopted, 12/05) §6-306 Energy efficiency standards. a. Any energy-using product purchased or leased by any agency for which the United States environmental protection agency and the United States department of energy have developed energy efficiency standards for compliance with the ENERGY STAR® program shall be ENERGY STAR® labeled... d. Beginning January 1, 2008, the director shall make a determination whether or not any product not specified in subdivisions a or b of this section that is purchased or leased by any agency for which the federal energy management program of the United States department of energy has issued product energy efficiency recommendations shall achieve no less energy efficiency or flow rate than the minimum recommended in such recommendations. The director shall review any such determination not to require compliance with the federal energy management program for any product at least once every two years.

New Tools for Highlighting Qualified Products Label ENERGY STAR ® and FEMP qualified products on supply sites Opportunity to use new tools

Standardized Product Specification Language “ENERGY STAR ® and FEMP qualified” included as part of all product criteria

Improving Information Make ENERGY STAR & FEMP a searchable feature –ENERGY STAR –Energy savings –Energy efficiency –Energy conservation –FEMP designated Link “Learn How To Save” graphic with energy efficiency educational content on federal supply source sites

Reinforcing Positive Message Use of Thank You Graphic –Tailor messaging for federal purchasers –i.e. “You’re doing your part for a more efficient and better run government…”

Federal Supply Sources: Key Partners

Conclusion Procurement is an essential part of Federal energy management It’s a non-capital intensive and effective means to reaching the 2% reduction annual goal –Leverage money that’s being spent anyway Agencies will be held accountable for EE procurement –Procurement is included in new OMB Environmental Stewardship Scorecard –To get a “green” -- must have a green purchasing plan implemented with representative acquisitions, an audit program, and a corrective action plan
