Encouraging Cycling in London – A Lambeth perspective Dawn Rahman: Transport Policy Manager

What I’ll be talking about today: Lambeth’s demographics How we aim to get more people cycling Cycle campaigns for our staff Cycle campaigns/projects for our residents Experience of TfL cycling revolution

A little bit about Lambeth:

Lambeth: Key Demographics One of the most densely populated boroughs nationally Low car ownership – 49.1% have access to a car High deprivation levels 37.5% of population from ethnic minorities North – business and cultural focused South - residential

Lambeth: Transport 14 overground stations 9 underground stations Extensive bus network South of the borough reliant on buses and rail Local cycle network coverage in the borough Cycle hire in north of the borough Cycle Superhighway Route 7

How we aim to get more people cycling: To focus on campaigns rather than one off events To encourage once a week travel behaviour changes To make it safer to cycle To make it easier to cycle AND: it doesn’t have to be too expensive!

How we operate: Two full time dedicated sustainable transport officers Cycle Programme Manager Residential Cycle parking officer

Cycling Campaigns for our staff Lambeth’s workplace travel plan: Information Physical measures Promotions Campaigns Incentives

Information for staff Pocket size staff travel guide Moving in the right direction Distribution lists for staff Intranet updates on campaigns, news and events

Physical measures:

Pool bikes: 50 pool bikes available for staff Mixture of folding/conventional Dedicated officer in each building to manage booking

Free cycle training Staff allowed to carry out training in work time Senior management encouraged to take training

Staff challenges 12 month – new way to work challenge Workplace cycle challenge

Other incentives Cyclescheme Bicycle allowance scheme - £25 per month Cycle store discounts for staff Bike maintenance courses Dr Bikes

Cycle campaigns/projects for our residents Dr Bikes Winter Wheelin’ HGV/Cycling Campaign Residential cycle parking Permeability

Weekly Dr Bikes between May and September 4 different locations each month Always held on Tuesdays between 17:30-19:30 Handy pocket sized calendar produced with dates on Free of charge Between bikes serviced each year

Why Dr Bikes and why so many? If people can’t make one week they know when and where the next will be A practical solution that gets bikes on the road Allows us to give out cycling related information- maps, cycle training, safety advice etc

Winter Wheelin’ To help overcome barriers to keep cycling through winter months Free hi vis vests Free bike lights Advice on winter clothing, maintaining bikes

HGV/Cycling Campaign Aim – to reduce accidents between cyclists and HGVs

Educating Cyclists Messages: Never cycle on the inside of large vehicles Highlights driver’s blind spots

Educating Drivers Message: THINK Bike Give more room to cyclists when passing

Residential Cycle Parking Approximately 40% of residents in social housing/estates/flats Lack of cycle parking barrier to cycling New dedicated officer appointed Innovative solutions Fietshanger – on street solution for residential streets

Permeability for cyclists

Cycle Hire High volume of users Making other road users more aware of cyclists Local residents using it Normalising cycling Funding for complementary measures

Cycle Hire But: Victim of its own success Too much rush to identify new docking stations Size requirement of ‘phase b’ docking stations make it difficult to find space

Cycle Superhighway Cycle parking for residential areas Support for businesses – parking, showers, cycle training Travel awareness funding – Dr Bikes Driver training for businesses on route Mirrors on signals

Cycle Superhighways

A few final thoughts Cycling is becoming more popular and in current climate is very cost effective. But still many barriers: -Need more road space for cycling -need to tackle dangerous drivers -cycling has to feature prominently in any ‘major schemes’ -anyone working in cycling MUST get out on their bicycle once in a while

Thank you for your time Any questions? Dawn Rahman Transport Policy Manager Lambeth Council
