OBJECTIVES List 6 types of machinery related accidents Explain 3 main safety concerns in the handling of machinery List 14 prevention and control measures while handling machinery Identify statutory requirements related to machinery safety
SCOPE Accidents related to the handling of machinery Statutory requirements Important factors for consideration Prevention and control measures Machine Operation Safety Conclusion
TYPES OF ACCIDENTS Dependent on the type of machinery: Stuck in between two objects Cuts Entanglement/drawing in Crushing Friction and abrasion Stabbing and puncturing
State the accidents that may happen in the use of the below machinery
STATUTORY REQUIREMENTS 1) Factories and Machinery (Fencing of Machinery and Safety) Regulations 1970 Provisions & fencing methods for: - hazardous machine parts
STATUTORY REQUIREMENTS Factories and Machinery (Safety, Health and Welfare) Regulations 1970 Provisions for: Access to workplace Work clothes and personal protection Machinery handling
STATUTORY REQUIREMENTS 3) Occupational Safety and Health Act 1994 (OSHA 1994) Section 15(2) (a) - Employer responsibility to provide and maintain plant and safe system of work
State the factors that need to be considered in the safe handling of machinery
MAIN CONSIDERATIONS Human Environment Machinery
HUMAN FACTORS Experienced Trained Physical and mentally fit Competent Age: 16 years and above
ENVIRONMENT FACTORS Sufficient work space around the machines Sufficient lighting Proper ventilation Sturdy and clean work floor No disturbing noise
MACHINERY FACTORS Stability of machine Use of machine guards Ergonomically designed control button Control of speed Free from vibration hazard Sturdy machine structure Safe design
PREVENTION AND CONTROL METHODS Formulate a Safety and Health Policy Proper supervision Provide training on safe handling for workers Install safety warning signages
USE OF PUSH BLOCK
PREVENTION AND CONTROL METHODS Implement maintenance prevention programme Provide screen guard for machines Conduct regular inspections on workplace environment
USE OF SCREEN GUARD
PREVENTION AND CONTROL METHODS Make it compulsory for workers to report any hazardous incident Prohibit wearing loose clothing and long hair
Machine Operation Safety A. General Requirements: Machine guarding will be provided to protect the operator and other employees in the machine area from injury as a result of coming in contact with moving parts in the mechanical motions of the machines. 4/28/2017 Copyright@NIOSH 2005
Machine Operation Safety B. Hand Tools - Use the correct tool for the task at hand. - Keep landscaping tools in good condition. - Use tools in the manner they are intended to be used. - Store tools in a safe place. - A safe cutting tool is one that is sharp and clean. - Tool handles should be smooth and strong. - Shovels, spades, and other digging tools should have parts that are smooth and properly shaped. 4/28/2017 Copyright@NIOSH 2005
Machine Operation Safety C. Electric Landscaping Tools Read the operator's manual carefully before switching on the tool. If a tool is equipped with a three-hole grounded receptacle, a three-wire extension cord should be used. Never use electrical power tools in the rain or when grass or shrubs are wet. Do not abuse the flexible electric cord. The cord should be draped over the shoulder while the tool is in operation. Never carry a tool by the receptacle. Always us a cord heavy enough to carry proper current. Be sure to avoid cutting the cord with the tool or equipment. 4/28/2017 Copyright@NIOSH 2005
CONCLUSION Safe handling of machinery is important to prevent accidents and injuries Statutory provisions on machinery safety are in the FMA 1967 and OSHA 1994 In accident prevention, various factors have to be taken into consideration before selecting and implementing the necessary prevention and control measures.
