The Emotional Wellbeing and Children and Adolescents Mental Health Services Strategy and Review Programme (EWCAMHS) comprises of both a collaborative commissioning agreement between the newly formed Nene Clinical Commissioning Group and Corby Clinical Commissioning Group with pooled budget with Northamptonshire County Council. The review will look at: Scope of Review The emotional wellbeing and mental health needs across the county The services jointly commissioned by the NHS and Northamptonshire County Council The services delivered by partner agencies e.g. Schools Targeted Support The informal and formal support networks in the community Services that are provided outside of the county and why we use them The changes to services, devolved funding, and their impact on access to services

The programme is intended to look at: Scope of Review – key questions we will ask… What are the emotional wellbeing & Mental Health needs of 0-18 year olds? Are there new emerging issues we need to be aware of? What are the existing available services and who deliver them? Are there any potential and actual service gaps? What are the care pathways based on the following: -Episodes e.g. presentation to A&E for self harm -Conditional e.g. behavioural, ADHD etc. -Multi-agency e.g. where are referrals coming from or going to? What are the demographic and public health pressures e.g. ethnicity issues, demand in geographical areas, poverty and deprivation etc. What are the contracting and performance inputs, outputs and outcomes? What are our areas of best practice?

Whole system Integrated Care Pathway Is there a need for change? Are there widening gaps with system and service changes?

The programme will seek to commission services that: Outcomes Ensure children, young people and their families enjoy and maintain a good level of emotional wellbeing and mental health. Reduce the need for high level interventions through better whole system support networks. Improve the ability of people who engage with CAMHS to maintain a healthy lifestyle and manage treatments for maximum health gain. Ensure there are clear care pathways that are efficient and effective in improving emotional wellbeing and mental health. Ensure there is clarity on the local offer and any additional traded services that schools, organisations and individuals may wish to commission.

Why is Emotional Well Being and Mental Health for Children important? Around 1 in 10 children and young people may have a mental health problem at any one time. Self-harming behaviours are higher Northamptonshire than the national average. Approximately 50% of lifetime mental illness starts before the age of 14 and it is estimated that potentially half these problems are preventable. In adulthood half of all women, and a quarter of men will be affected by depression at some stage in their life. Emotional wellbeing underpins being successful at school, making and keeping friendships and making the most of life. When it comes to children and young people, 1 in 10 children self-harm, with suicide accounting for 20% of deaths in young people between the ages of In Northamptonshire, approximately £46 million are spent in adult mental health. Nationally, within the NHS, Mental Health accounts for more than 12% of the total budget.

Why Now? The Youth Counselling Contracts and targeted services contracts are due to come to an end March 2014 The NHFT Specialist services are also due to come to an end in March 2014, though this can be extended to October There are significant changes in the way schools and agencies manage their budgets and referrals Linking with the Early Help; Prevention and Demand; and Safeguarding strategies Changing demographic pressures and a doubling of referrals in certain areas The previous 3 years strategy came to an end March Review highlighted a need to conduct a needs assessment and service review.
