2 Proposal  Overload Control: Provide, in a message that carries access-related parameter(s), an optional separate section which conveys access parameters (EACH_PROBE_BKOFF, EACH_BKOFF) which is not persistence probability, to be used by the M2M MS for access. The inclusion of such parameter(s) are indicated by a flag, which signals whether system is under congestion or not. When a flag is “ON”, M2M MSs will use access parameter(s) designed for congestion One or more bits are allocated to each of these 2 parameters for possible longer values

4 Proposal  Persistence Test Between R-EACH Probes Add following text in the section of “Overview of Transmission and Retransmission Procedures” (C.S0004-LAC) If the elapsed time between first access probe and the next transmitting access probe is longer than T1b, the mobile station shall check GAPM and update enhanced access channel parameters if changed. If the received value is different from stored values, the mobile station shall stop its current access attempt and start a new access attempt with new received values.
