MGT of America, Inc.  MGT is a national management and research consulting firm established in  National leader in disparity research and litigation support.  Provide consulting services to all sectors of government from organizational reviews, strategic planning, facilities planning, performance review, and program evaluations.  Successfully managed more than 7,200 client engagements in all 50 states and several foreign countries.  Conducted over 200 disparity studies within budget since Offices in Austin, TX, Sacramento, CA, Olympia, WA, Bay City MI, and Tallahassee, FL

Purpose of Disparity Studies 1.The primary objective is to assess, quantify, and evaluate the prevalence, magnitude, and extent of marketplace discrimination, if any, against minority and women-owned business enterprises (M/WBEs). 2.The Study is necessitated in part by the 1989 U.S. Supreme Court’s decision in the case of J.A. Croson v. City of Richmond for M/WBE Programs that imposed legal requirements on jurisdictions to establish a “compelling interest” to support the establishment or continuation of a M/WBE Programs. 3.New York City’s M/WBE law requires that the City periodically evaluate the availability and utilization of M/WBEs so that the City can make adjustments to goals as appropriate. 4.Timeframe to conduct a study is driven by the scope of services and condition of data.

Disparity Study Parameters  The timeframe to conduct the City’s study is 18 months.  Expected completion is in spring of 2017.

Anecdotal Data Collection Along with the community meetings, MGT will collect anecdotal data through:  In-depth interviews  Focus groups  Stakeholder interviews  Surveys Anecdotal Evidence

Testimony Process  MGT will gather individual comments/feedback from business owners and stakeholders regarding their experiences doing business or attempting to do business with the City or primes contracted by the City.  Individuals who want to provide oral comments today will be called at the end of the presentation to do so at individual stations.
