Commercial Motor Vehicle Inspection o Presented by Larry Sailer

North Dakota Commercial Drivers License Requirements  Single vehicle with a GVWR of more than 26,000 pounds  Combination vehicle weighing more than 26,000 provided the towed unit is over 10,000 pounds

Medical Qualifications  Must meet the federal requirements of 49 CFR 391  Includes driver of vehicles greater than 10,000 GVWR used in interstate commerce

North Dakota Driver License Classes CClass – A combination GVWR 26,001 > CClass – B single GVWR 26,001 > CClass – D single GVWR 26,000 <, towing a vehicle not in excess of 10,000 CClass – D non-commercial drivers license

CDL Rules  Driving under the influence of alcohol or,  Being under the influence of a controlled substance or,  Refusal to be tested while operating a non- commercial motor vehicle.

CDL Rules  Leaving the scene of an accident.  Using a vehicle to commit a felony.  Using a vehicle in the commission of a felony involving manufacturing, distributing, or dispensing a controlled substance.

CDL Rules  Conviction of any combination of two serious traffic violations within a 3-year period.  Conviction of any combination of three or more serious traffic violations within a 3-year period.

Serious Traffic Violations  YOU WILL LOSE YOUR CDL: For at least 60 days if you have committed two serious traffic violations within a 3-year period involving a CMV. For at least 120 days for three serious traffic violations within a 3-year period involving a CMV.

Pre-trip Inspections 49 CFR Equipment, Inspection and use:  Service brakes – including trailer brake connections  Parking (hand) brake  Steering mechanism  Lighting devices and reflectors  Tires  Horn  Windshield wipers  Rear-vision mirror  Coupling devices

Pre-trip Inspection (New)  Intermodal Equipment Service Brakes Trailer Brake Connections Lighting devices and Reflectors Tires Coupling devices Rails or support frames Tie Down Bolsters Locking pins, clevises, clamps or hooks Sliders or sliding frame lock

Emergency Equipment Inspection 49 CFR  Emergency Equipment (393.95) Fire Extinguisher Spare Fuses Warning devices for stopped vehicles

Inspection of Cargo and Cargo Securement Devices 49 CFR  Cargo must be properly distributed and adequately secured.  Vehicle’s tailgate, tailboard, doors, tarpaulins, spare tire, and other equipment used in its operation are secured.  Vehicle’s cargo or any objects does not obscure the drivers view.

Driver Vehicle Inspection Report  Every motor carrier shall require its drivers to, and every driver shall prepare a report in writing at the completion of each work day on each vehicle operated.
