DATA EXCHANGE PROBLEMS Problem #1 – Lack of (or insufficient) communication between authorities and even between subdivisions of the same authority. No information about data availability. Problem #2 – In some cases some government organizations have to pay for data produced (or access to data) by other governmental organizations. Problem #3 – Technological obstacles – incompatibility, heterogeneous environments, lack of standards, lack of documentation, etc.

MODERNIZATION OF GOVERNMENT SERVICES With MConnect, MCloud, e-ID in place the Government of Moldova started the re-engineering of government services. The process includes: – Development of a re-engineering methodology – Adopting a maturity model for services – Rationalization of more than 60% of existing services – Re-thinking of existing services with citizen-centric principles – No digitization without re-engineering – Openness, connectivity and security in mind

USING MConnect® FOR E-DEMOGRAPHY e-Demography is a census support project correlating data form different administrative data sources for demographic purpose. It allows for an updated insight on the structure of the population. – A methodology for collecting, interpreting and disseminating data is being developed – Roughly 15 administrative data sources are targeted – The rollout of the process will take 3-4 months The same model will be used for other domains like obtaining statistical data for the economy, health environment, thus laying out the foundations for e-statistics. e-Democracy will contribute to a better preparation for the pan- european census in 2021.
