Program Overview Improve California air quality by offering vehicle owners: Payment to voluntarily retire a motor vehicle from operation $1,500 for low-income vehicle owners $1,000 for all others Financial Assistance with emissions-related repairs to a vehicle that fails a biennial inspection Up to $500 in repair assistance for low-income vehicle owners 2

History & Background In 1998, CAP repaired and retired its first vehicles Since its inception, CAP has: Processed over one million applications Repaired over 416,000 vehicles Retired over 212,000 vehicles New Enhanced Fleet Modernization Program (EFMP) incentivizes motorists towards early retirement of vehicles 3

Vehicle Retirement Eligibility Requirements Applicant must be the registered owner Vehicle must be currently registered and have been continuously registered as operable in California for the last two years Vehicle cannot be registered to a business, fleet, or non-profit organization Must be less than 10,000 lbs GVWR Vehicles are subjected to a visual and operational inspection and are retired at any of the 30 licensed dismantlers under contract with BAR 4

Vouchers Operative August 2010 Partnership with ARB and air districts to accelerate retirement of vehicles Certain motorists are eligible for a “voucher” program where they may receive up to $2,500 towards the purchase of a newer vehicle Failed inspection is not required 5

Repair Assistance Repairs must be performed by a station meeting certain performance standards and under contract with BAR Approximately 600 participating stations statewide The average repair cost is $412 The parts most typically replaced are: Catalytic Converters Oxygen Sensors Spark Plugs EGR Valves CAP works closely with the BAR Enforcement Division, employing numerous measures to deter fraud As a result of this program, CAP has achieved a total estimated emissions reduction of: 34,000 tons carbon monoxide (CO) 2,600 tons hydrocarbons (HC) 2,000 tons oxides of nitrogen (Nox) 7

Applicant must have low-income Applicant must be the registered owner and not have previously received repair assistance Vehicle must be currently registered The vehicle must not have a tampered emissions control system The vehicle must not be undergoing a transfer of ownership or an initial registration in California The vehicle must not be registered to a business, fleet, or non-profit organization 8 Repair Assistance Eligibility Requirements
