Proof of Concept Completed March 2007  Transferred student transcript records from Fremont #25 to Wyoming Transcript Center (WTC)  WTC converted file formats to NTC CSV  NTC tested SIF 2.0 test harness with student records  Successful exchange of e-transcripts

What We Are Getting !  Totally Web-Based 1.No additional hardware required 2.Speeds up transaction time 3.Frees up institutional resources 4.Prevents transcript fraud 5.Improves security 6.Saves money

 Provide Translation Engines –SPEEDE ExPRESS –PESC XML –SIF SRE (Future) 1.Allows Wyoming community colleges and the University of Wyoming to exchange transcript data in a standard format of their preference (i.e., SPEEDE EDI for the seven colleges; PESC XML for the University). 2.When the SIF Student Record Exchange (SRE) objects are implemented, Wyoming school districts will be able to exchange student records, and import them directly into their School Information Systems (SIS).

 Supports True Electronic Data Exchange between PK-12 School Districts 1.School Registrars and Counselors can electronically send requests to other Wyoming school districts and/or institutions for the records of students transferring in to their school districts. 2.Wyoming PK-12 institutions can send student records in data, PDF images, or paper formats.

 Supports True Electronic Data Exchange Between PK-12 & Post- Secondary Institutions 1.Admissions officers at Wyoming community colleges and the University of Wyoming can electronically send requests for transcripts to Wyoming high school registrars and counselors. 2.Wyoming high schools can send transcript records in whatever format the receiving college / University wants to receive them (i.e., SPEEDE EDI, PESC XML, PDF, or paper).

 Supports True Electronic Data Exchange Between Wyoming Post- Secondary Institutions  Wyoming community colleges and the University can request and exchange transcript data records in whatever format the receiving institution desires (i.e., SPEEDE EDI, PESC XML).

 Supports Electronic Document Exchange Between Wyoming Post-Secondary Institutions and WDE Hathaway Unit  Using the WTC Document Exchange feature, Wyoming community colleges and the University can forward progress and other related documentation on Hathaway Scholarship students to the WDE Hathaway Unit, which administers the Wyoming Hathaway Scholarship program.

 Can Generate, Print, & Mail Paper Transcripts Via the National Transcript Center Print Center. 1.School districts and institutions that cannot receive electronic student records, can receive paper student records. These student records are printed on secure, non-reproducible paper and sent First Class via the US Postal Service to the receiving institution. 2.Wyoming high schools and post-secondary institutions can send student records and transcripts to PK-12 institutions and their post-secondary trading partners, even though they are not members of the National Transcript Center.

 Customized Transformation of Data Extracts for Import Into WTC.  Wyoming currently has 48 school districts, which are on multiple versions of a variety of School Information Systems (SIS). WTC provides the ability to transform data extracts from the SIS into a standardized format, which can be readily imported into the WTC.

 PDF Imaging of Student Record / Transcript Data  Wyoming institutions can view the actual high school transcript data in PDF format. Several institutions export or ‘print’ the PDF images to an optical storage system, for future evaluation.

 Provides Transaction Tracking System for Student Records / Transcripts. 1. Registrars, counselors, and admissions officers can view a tracking record associated with a student record or transcript exchange transaction. 2. Students using a tracking number provided by their ‘sending’ institution, can log into the National Transcript Center website, enter the tracking number, and view the status of their transcript transmissions.

 What We Have Done So Far Created a transcript task force  Developed basic elements of a standard Wyoming High School transcript  Finalized element list for publication –Fremont 25, Natrona 1, and Niobrara currently using WTC. Lincoln #2 and Sublette #9 almost full implementation.  Collected transcripts for all 9 th -12 th graders from the first three districts for the State Scholars Initiative (SSI) grant.  Fremont # records in less than 1 hour  Natrona # records in approx. 2 hours  Niobrara # records in 20 minutes  Imported 12 th grade transcripts into Hathaway database

 Finished remaining SASI xp Districts  Sheridan #2 and Lincoln #1  Began working with PowerSchool Districts  Lincoln #2, Sublette #9, Uinta #1, Uinta #4, Uinta #6 and Sweetwater #1.  Phased Rollout to be based on geographic proximity and districts with the same SIS.  Scheduled completion by October 2008 with potential to complete by May 2008.

 Where We Want To Go –  Continue task force to develop full Student Record elements list from SIF SRE object and NTC elements list.  Work with vendors in implementing SIF 2.x to support SRE object.  Work with districts to advance their SIS and databases  Continue work in maintaining clean data in districts  Eventually rollout a full Student Record Exchange system within WTC for all districts in Wyoming.
