Green Chemistry, a driver for collaborations for the EU Towards a more sustainable production

Collaborations – examples In an extended search for more cost effective and sustainable chemical synthesis routes, the TOPCOMBI project has devised high-throughput and miniaturisation methodologies that are accelerating the discovery of new catalysts and alternative processes. new ways to convert light alkanes (methane, ethane…) into valuable chemicals or transportable feedstocks; cleaner, safer and cheaper bulk chemical processing, using eco-efficient catalysts and avoiding hazardous steps or extensive solvent use – e.g. NOx abatement in nitric acid plants, and replacement of toxic phosgene in the synthesis of polycarbonates, isocyanates and polyurethanes; and processes for green chemical synthesis of high added- value products from bio-feedstocks such as glycerol.

BIOREFINERIES JOINT-CALL 2009

To improve the competitiveness of EU industry and ensure its transformation via: the effective transition from a resource-based to knowledge-based industry generation of new breakthrough knowledge strengthening EU leadership in nano, materials and production technologies emphasis on integration of different technologies and disciplines across many industrial sectors Technology Platforms help establish priorities FP7 Theme 4: NMP

Horizon 2020: Key elements Coupling of research and innovation Addressing societal challenges, industrial competitiveness and excellence in science Involving more the industry and in particular SMEs More innovation related activities Proposed amount: € 80 billion for

Approach for 2013 Alignment with Europe 2020: smarter and greener growth Bridge to Horizon 2020: enabling & industrial technologies Comprehensive: entire range of industrial research Link to societal challenges (e.g. raw materials) Covering many TRLs: enabling-application-demonstration More innovation-related elements Contribution to the European recovery package: PPPs Input from many stakeholders Total NMP budget of €615 million with €290 million for the PPPs

Fostering industrial innovation - Higher emphasis (2/3 of the NMP budget) on LARGE, DEMO- and SME-targeted projects - Innovation-related elements in a majority of the topics (up-scaling, demonstration, standards) - Activities closer to the market - Addressing Safety and regulation, IPR, HR skills and Technology transfer

Collaborative projects in NMP Large, Small and SME Calls all use the same collaborative project instrument and the same model Grant Agreement Specific eligibility criteria per call may apply: Large scale integrating collaborative projects: Minimum requested funding is 4M€ (indicated also at stage 1) Small or medium-scale focused research projects: Minimum requested funding is 4M€ (indicated also at stage 1) SME-targeted research projects: Share going to SMEs is 35% or more of the total estimated EU contribution Demo-targeted project: No specific elegibility criterion, but target is having similar costs for research and demonstration

Stage 1 proposals A stage 1 proposal is not a summary of a full proposal 10 pages + 2 pages to give an indication of the envisaged consortium and the estimated financial resources involved Evaluation against limited criteria (S&T Quality, Impact) A stage 1 proposal should therefore concentrate on: what research is proposed (S&T Quality) and; why the research is proposed (Impact). How research will be carried out (Implementation) is not part of stage 1, i.e. the exact composition of the consortium is not needed Proposers successful at stage 1 are invited for an information event in Brussels in early 2013.

Maximum Funding Rates  Research and technological activities:  up to 50% of eligible costs, except for  Public bodies: up to 75%  Secondary and higher education centres: up to 75%  Research organisations (non-profit): up to 75%  SMEs: up to 75%  Demonstration activities: up to 50%  Other activities: up to 100%, e.g. Management  Coordination and support actions: up to 100%

Eligibility in FP7  Meeting the deadline  Completeness of Parts A and B of the proposal  Minimum participation for both Collaborative Projects & Coordination Actions: - At least 3 independent legal entities, each of which is established in a Member State or Associated Country and no two of which are established in the same Member State or Associated Country  In scope of the Call and topic  Funding limits (in some topics)

The Multiannual Financial Framework : Commission ’ s proposals 29 June Smart & inclusive growth (€491bn) 2. Sustainable growth, natural resources (€383bn) 3. Security and citizenship (€18.5bn) 4. Global Europe (€70bn) 5. Administration (€62.6bn) Total: € 1,025bn Education, Youth, Sport Connecting Europe Cohesion Competitive Business SMEs Horizon 2020 Key challenge: stabilise the financial and economic system while taking measures to create economic opportunities

What is Horizon 2020 Commission proposal for a 80 billion euro research and innovation funding programme ( ) A core part of Europe 2020, Innovation Union & European Research Area: - Responding to the economic crisis to invest in future jobs and growth - Addressing people’s concerns about their livelihoods, safety and environment - Strengthening the EU’s global position in research, innovation and technology

What’s new A single programme bringing together three separate programmes/initiatives * Coupling research to innovation – from research to retail, all forms of innovation Focus on societal challenges facing EU society, e.g. health, clean energy and transport Simplified access, for all companies, universities, institutes in all EU countries and beyond. *The 7th Research Framework Programme (FP7), innovation aspects of Competitiveness and Innovation Framework Programme (CIP), EU contribution to the European Institute of Innovation and Technology (EIT)

Research and Innovation Research and Innovation Three priorities: 1.Excellent science 2.Industrial leadership 3.Societal challenges

Leadership in enabling and industrial technologies (ICT, nanotechnologies, materials, biotechnology, manufacturing, space) Access to risk finance Leveraging private finance and venture capital for research and innovation Innovation in SMEs Fostering all forms of innovation in all types of SMEs 619 complemented by (expected 15% of societal challenges + LEIT) and 'Access to risk finance' with strong SME focus Proposed funding (million euro, )

Priority 3. Societal challenges Why: Concerns of citizens and society/EU policy objectives (climate, environment, energy, transport etc) cannot be achieved without innovation Breakthrough solutions come from multi- disciplinary collaborations, including social sciences & humanities Promising solutions need to be tested, demonstrated and scaled up

Proposed funding (million euro, ) Health, demographic change and wellbeing8 033 Food security, sustainable agriculture, marine and maritime research & the bioeconomy Secure, clean and efficient energy*5 782 Smart, green and integrated transport6 802 Climate action, resource efficiency and raw materials Inclusive, innovative and secure societies3 819 *Additional €1 788m for nuclear safety and security from the Euratom Treaty activities ( ). Does not include ITER.

Horizon 2020 and partnering Public private partnerships: Through Joint Technology Initiatives or other formal structures (Art. 187) Through contractual agreements, which provide inputs for work programmes Only when criteria met, e.g. clear commitments from private partners Public public partnerships: Through « ERA-Nets » for topping up individual calls/actions (replacing current ERA-Net, ERA-Net Plus, Inco-Net, Inno-net) Through participation in joint programmes between Member States (Art. 185) Supporting agendas of Joint Programming Initiatives when in line with Horizon 2020 Only when criteria met, e.g. financial commitments of participating countries European Innovation Partnerships: Not funding instruments, but for coordination with broader policies and programmes

Simplification: summary Single set of simpler and more coherent participation rules New balance between trust and control Moving from several funding rates for different beneficiaries and activities to just two Replacing the four methods to calculate overhead or «indirect costs» with a single flat rate Major simplification under the forthcoming financial regulation Successful applicants to get working more quickly: reduction of average time to grant by 100 days (current average of around 350 days under FP7)

Strong participation by SMEs Integrated approach - around 15% of the total budget for societal challenges and LEITs to go to SMEs. Simplification of particular benefit to SMEs (e.g. single entry point). A new SME instrument, building on the SBIR model, will be used across all societal challenges as well as for the LEITs A dedicated activity for research-intensive SMEs in 'Innovation in SMEs'. 'Access to risk finance' will have a strong SME focus (debt and equity facility)
