1940’s Many inner city areas such as Hulme in Manchester were overcrowded and no longer fit for purpose. The areas were known as slums

1960’s A typical response was to build cheap, high rise accommodation. The Hulme crescents won awards at the time for their design.

1990’s From 1990 onwards, various Government policy was put in place to improve urban living in areas like Hulme. - UDC (Urban Development Corporation) - City Challenge - Sustainable communities

UDC – London Docklands UDC’s were bodies set up by the Government. They has powers to repossess land and rush through planning applications. The UDC was also able to offer tax breaks for companies who wanted to invest in job creation or house building.

London Docklands Once the docks and shipbuilding companies were the busiest in the world. But now, with the lack of investment, they had declines and most p[laces had closed down

£1.8 BN Government investment over 18 years £7.7 BN Private investement Improved roads, London Docklands Light Railway (DLR) Canary Wharf (85,000 jobs) Derelict land cleaned 24,000 homes built

Success? Clearly the area is improved. Crime down Unemployment down Quality of housing up Transport massively improved But…… New houses too expensive for locals Jobs were skilled, no good for manual workers Did it solve a problem, or just move it elsewhere?

City Challenge - Hulme Cities bid for money from the Government £37.5 million for Hulme Demolished crescents New homes built with better insulation New park to encourage community Zion community centre New schools Brierley Fields office block to create jobs ASDA and new shopping centre City challenge was different as it was not just led by Government. It involved local community making decisions over what was needed and the input of business and investors. Hulme targeted housing as its main priority, but also crime, unemployment and education

Success? Was seen as a success. For every £1m of public money spent, 27 jobs were created, 1200 m2 of new business space was created, 44 people were trained, 8 new houses, 29 improved and 2 new community facilities opened. Some people felt the scheme was not long term though and the way funding was allocated, it caused communities to compete rather than work together to befit a wider area

Success Thought to have made steps towards improving the area. Still early days Area is quite small and surrounded by areas of poverty and decline so some feel that it is simply a drop in the ocean
