Emergency Operations Centre Page 1 Emergency Operations Centre (EOC) Project June 2016

Emergency Operations Centre Page 2 EOC Project Overview Real-time disaster and crisis information for strategic and operational decision making and communications Vision Challenges Benefits Uncoordinated information management within IFRC Large amount of information produced but difficult to access and reuse Outdated and lack of integration of tools (DMIS 12 yrs. old) Faster decision making through effective information management Better analysis through visualization & interaction with data Reorient IFRC data from reporting to analytics and research Improve engagement with Movement and external stakeholders during emergency response

Emergency Operations Centre Page 3 Project Management & Stakeholders Steering Committee Project Management Team Task Force Reference Group Other Partners Executive Sponsor Project Management Stakeholders Garry Conille, USG Programmes & Operations Disaster Management department & IT department Dept. representatives from Geneva & Regional offices, ICRC Technical experts from National Societies Private sector, UN (e.g. OCHA, WFP), other NGOs

Emergency Operations Centre Page 4 Project Approach Track 1 Track 2 (Phase 1) Track 2 (Phase 1) Track 2 (Phase 2) Track 2 (Phase 2) Jan 2016 March June Completed In Progress Key Activities: Develop EOC prototype using existing data sources Setup EOC room Status: Needs analysis & consultative study Define processes, functional & technical requirements Technical design and implementation of final EOC room & application Depends on progress of Track 2 Phase 1 & subject to budget approval

Emergency Operations Centre Page 5 Top Questions to be answered by EOC Pre-disasterDuringPost-disaster What are the risks (environmental factors)? What details can we get about the event? Can we verify its scale & scope? Is the proposed response realistic? What assets/resources are available Appropriate local & international assistance? What is the progress of the operation? How are we informing others (communications)?

Emergency Operations Centre Page 6 Track One Deliverables EOC will act as a daily information coordination place to help operational team to answer to a disaster Interactive display of EOC application available for small groups to view and discuss around the IFRC office. E.g. Front desk / reception area, SG office, etc. Prototype Web ApplicationEOC RoomMobile Touchscreen EOC web application with interactive map, country & operations info, news alerts, and global financial dashboard.

Emergency Operations Centre Page 8 Track Two Objectives  Engage National Society, the ICRC and non-Movement partners including donors in a consultative process to identify needs and gaps and share relevant learning  Identify the appropriate functions for the EOC supporting the role of the Secretariat and serving the needs of the membership  Support enhanced decision making and communications roles and responsibilities at Geneva, regional office and country levels and potentially extend information management and communication services across the preparedness, response, recovery continuum.  Support the IFRC to meet its commitments under the SMCC resolution  Identify possible technology (hardware and software) required for implementation

Emergency Operations Centre Page 16 Reflections from Private Sector Partners…  Bold vision  Start small – think big!  Clarity of audience / customer  Data problem – not a tech problem…  Changing data habits - behaviours  Business models for data analysis…  Technology opportunities  Innovation labs – innovation challenge

The Impact of the EOC The #1 impact of the EOC may not be that we gain a decision-support tool for emergency response, it is that we reorient our thinking and practice of data toward data sets rather than data reports. 17
