Emergency Operations Centre Page 2 EOC Project Overview Real-time disaster and crisis information for strategic and operational decision making and communications Vision Challenges Benefits Uncoordinated information management within IFRC Large amount of information produced but difficult to access and reuse Outdated and lack of integration of tools (DMIS 12 yrs. old) Faster decision making through effective information management Better analysis through visualization & interaction with data Reorient IFRC data from reporting to analytics and research Improve engagement with Movement and external stakeholders during emergency response

Emergency Operations Centre Page 5 Top Questions to be answered by EOC Pre-disasterDuringPost-disaster What are the risks (environmental factors)? What details can we get about the event? Can we verify its scale & scope? Is the proposed response realistic? What assets/resources are available Appropriate local & international assistance? What is the progress of the operation? How are we informing others (communications)?

Clarity of audience / customer Data problem – not a tech problem… Changing data habits - behaviours Business models for data analysis… Technology opportunities Innovation labs – innovation challenge
The Impact of the EOC The #1 impact of the EOC may not be that we gain a decision-support tool for emergency response, it is that we reorient our thinking and practice of data toward data sets rather than data reports. 17
