What is Open Government?

International Definitions “The transparency of government actions, the accessibility of government services and information, and the responsiveness of government to new ideas, demands and needs” (OECD) Transparency: that the public understands the workings of their government; Public engagement: that the public can influence the workings of their government by engaging in governmental policy processes and service delivery programs; and Accountability: that the public can hold the government to account for its policy and service delivery performance. Government Records A government wide records management policy should: 1.Be developed in consultation with stakeholders, including those responsible for managing Open Government, Open Data and RTI initiatives 2.Set out overall goals and expectations for records management 3.Set out requirements for public authorities to assign authority for records management at a senior level, develop their own records management policies and establish professional units capable of managing records. NOTE: Government wide standard on records management: standards/records-management standards/records-management

Government Records (cont’d) A government wide records management policy should also: 4.Include provisions for developing schedules on records retention and disposal, taking account of the legal and financial needs and obligations of government, and of the administrative and historical value of the records 5.Establish overall responsibility to monitor compliance with the policy and the achievement of expected results 6.Be aligned to policies supporting RTI, Open Government and Open Data.
