Spectrum is the Key Enabler Pre-1985: ISM used for welders, microwave ovens… 1985: FCC allows unlicensed spread spectrum access in ISM bands Expected market: cordless phones, baby monitors 802.11 specified in 1997 leads to $10 Billion annual in WiFi in 2012

Spectrum Allocation Spectrum model until 2010 Licensed for exclusive use Unlicensed for shared access subject to rules Emerging spectrum models since 2010 Primary & secondary users

Spectrum Sharing Rules in UHF Bands What is UHF? TV bands from 470 MHz to 700 MHz Allocated in 1950’s to TV “Beach front” spectrum (range and penetration) FCC “Whitespace” Ruling 2010 Unused 6 MHz UHF DTV channels may be utilized as an “unlicensed” band Enabled by switch from analog to digital UHF Strict spectral mask to project adjacent DTV channels Database to look up local availability (vs. sensing)

Spectrum Sharing at 3.5 GHz CBRS spectrum (Citizens Broadband Radio Service) ~ 150 MHz Convert grossly underutilized spectrum into intensively used band Protect military and incumbents (mostly radar) from interference Spectrum sharing techniques Spectrum Access System (database) 3-tiered access : (1) Federal/Non-federal incumbents (2) PAL: Priority Access Licensees (carriers) (3) GAA: General Authorized Access (unlicsensed style with permission) Carriers prefer two tier ASA/LSA model Incumbent User 3G/4G Small Cells 3G/4G Macro Base Station Multi-band device
