Practical risk assessment on board offshore units

Evaluation of emergency situations We don’t need a methodological analysis to evaluate the possible emergency situations for the offshore unit The main emergency situations, we know them all and even by priorities: fire, accident of person including man overboard, ship’s damage, Collision, Grounding, Pollution, Search and rescue, Security, collective Intoxication etc…

The organization, the number of emergency teams, their composition, their place of gathering… will be function of the size of the unit, of the number of maritime crew, the number and place of fire stations or the systems of evacuation The scenarios of catastrophes will be also function of the unit and its operations taking account of the possible presence of dangerous gooods Assessment of hazards

Risk assessment of accidents of persons on board But, we must carry out a methodological evaluation of risks of accident which can occur on embarked personnel which can be maritime, special personnel or visitorsBut, we must carry out a methodological evaluation of risks of accident which can occur on embarked personnel which can be maritime, special personnel or visitors It is initially a question of identifying the risk: tight zone on board, obstacles on an usual way, risks of fall during a work at height, risks related to confined or closed spaces..It is initially a question of identifying the risk: tight zone on board, obstacles on an usual way, risks of fall during a work at height, risks related to confined or closed spaces.. Particular case of the escape routes On board a MOU

Escape ways During fire on board ships too many victims died because they had not been able to find the exit quickly enoughDuring fire on board ships too many victims died because they had not been able to find the exit quickly enough An analysis of the emergency evacuation was made for the accomodations on passenger ships and the luminous marking of escapes has to be carried out in accordance with the regulationAn analysis of the emergency evacuation was made for the accomodations on passenger ships and the luminous marking of escapes has to be carried out in accordance with the regulation It is advised to make the same thing on the freighters and the offshore units next amendements to SOLAS It is advised to make the same thing on the freighters and the offshore units next amendements to SOLAS

Recommendations on the escape ways To study the best way towards the escapes in the encumbered or at risk compartments : engine rooms for exampleTo study the best way towards the escapes in the encumbered or at risk compartments : engine rooms for example

To mark the way with: on the floor and on the amount of the ladders or doors for exampleTo mark the way with: yellow arrows fluo on the floor and yellow painting on the amount of the ladders or doors for example Pointing out the places of the EEBDs by the standardized symbolsPointing out the places of the EEBDs by the standardized symbols

Preparation of evacuation plan  If the evacuation plan is normally studied before the construction and the refit; the study of the engine room escapes merits a deeper attention.  In my opinion this study can be improved only at the end of the refit … when all the pipes and equipment are definitely in place

Don’t hezitate to spend a couple of ours on site to find the best way to escape and… to mark it by means of standard safety signs and… fluo arrows in the best place Thank You
