Why Monitoring and Evaluation? The main objective of the CTCP is to assist industry in upgrading processes, products and people as well as marketing so to assist companies or clusters of companies compete more effectively locally, if not internationally. The CTCP is committed to measuring the effectiveness of our client’s interventions in terms of each intervention as well as across all interventions. More than this, we are committed to expanding the measurement to benchmarking so we can learn from each other and the best locally and internationally. Continuous Improvement Cycle

Monitoring & Evaluation - MEASURING Each program will have unique measures Clothing manufacturers; Textiles manufacturers; Cut, Make and Trim (CMT) operators; Footwear manufacturers; Leather goods manufacturers and Leather processors (Specifically for Leather Goods and Footwear industries)..

Monitoring & Evaluation – BENCHMARKING Common benchmarked measures shall include: Material Value Added (see PIP guidelines). Employment trends and costs. Stock movement, WIP and Throughput. Sales and units produced / “bought in”. Administration, management and selling costs. Cost of quality, return rates, rework rates. Value Chain lead times, responsiveness, downtime, flexibility. “On Time In Full” service levels and customer satisfaction..

CTCP Monitoring & Evaluation Mr. Gavin Smith has been tasked with the CTCP Monitoring & Evaluation function – please see the CTCP website ( for updates to Guidelines, Forms and Quick Guides. CIP: Form 3 (or 3B for non PIP clients and a consolidation of each cluster) and Form 4 are required annually. PIP: Forms 3 and 4 are required for each client, annually.

CTCP Monitoring & Evaluation – where we are going Changes for 2013/14: Initial and ongoing measurement required; Accuracy to be verified by a senior person at client through “Declaration” (see Form 3); “Sufficient” rifle accurate precisely defined measures required – no guesses / calculation inconsistencies; Once measures verified as accurate and repeatable and definitions are standardised and approved, we shall BENCHMARK locally and globally.
