Background General Background In the light of the ILC conclusions on sustainable development, decent work and green jobs, and the relation with China’s initiatives towards promoting green jobs, the ILO, with support from MOHRSS, initiated a pilot project in Nanjing to understand green skills needs in industry sectors and the according current status of vocational training provision. Why “the BUILDING Sector”?  It is one of the biggest contributors to global greenhouse gas (GHG) emissions, accounting for about one third of global energy use and all energy-related greenhouse gas emissions.  Since year 2000, Annual growth rate of China‘s gross floor area was more than 6%; a 2009 national report on Addressing Climate Change estimated that 12.6 million jobs could be created in the process of energy saving in the building sector

Objective and Components Objective The pilot project on skills for green jobs in building energy efficiency sector in Nanjing sets up an ultimate objective of upgrading skills in the building sector to meet the increasing needs of energy efficiency. Implementation Phase 1: Identification of sub-sectors and occupations - collect information - team up with training institutions and industries - deliver assessment report Phase 2 Proposal of training materials - examination of existing training materials in the identified sector - Determination of what content should be added in the materials (competency goals, target group, modules, etc) to address the skills upgrading needs for green jobs

Phase I: assessment The project focuses on boilers, ground source heat pump air-conditioning (HVAC) and other industries in-depth study to investigate the status of existing occupations that can be greened. Assessment Outputs  Overall, only about one fifth of skilled workers in the building sector were trained with vocational qualification certificates;  The current status of these subsectors in Nanjing is: great demand, less qualified workers; lack of comprehensive knowledge in operation and maintenance; most outstanding problem: no specific training on energy saving management
