OVERVIEW Background: This work developed as part of a paper (Notes from the Field: Land Use Controls (LUCs)Tracking: A Status Report) that is available on the web site Method: Evolution of state reporting of LUC data on WWW based on: Initial visits to state web sites in early 2005 Follow up visits to state web sites in fall 2006 Purpose: To encourage comprehensive, easy-to-use, tracking and presentation of information on land use controls on the WWW Caveat: This comparison of state data was done casually. All suggestions and corrections are welcome.

Criteria for Reviewing and Evaluating LUC Data on State Web Sites What kind of data are found on the WWW on the use of Institutional Controls or Engineering Controls? (e.g., indicators that ICs are in use (Y/N) ranging to detailed descriptions) What programs are represented? (e.g., Federal -- Superfund, Brownfields, RCRA, Hazardous Material Spills; and/or State -- Voluntary Cleanup Programs, Brownfields) How difficult is it to find the LUC data? Are the web sites user-friendly? Presentation - What formats are used? (e.g., maps, summary tables, easy to understand entries in tables versus internal acronyms) Terminology and data elements – How do they vary among states?

COMPARISON: LUC Data Found on State Web Sites Early 2005 and Fall 2006 Reporting Use of Institutional Controls - 35 states in early 2005 increased to 43 states in fall 2006 New additions: Georgia, Indiana, Kansas, Nebraska, Ohio, Oklahoma, Vermont, Washington Reporting Use of Engineering Controls - 8 states in early 2005 increased to 13 states in fall 2006 Alaska, Arizona, California, Colorado, Connecticut, Delaware, Florida, Kansas, New Jersey, New York, Oregon, Pennsylvania, Wisconsin Comprehensive Reporting for All (or most) State and Federal Programs – 21 states (unchanged) Presentation 10 states provide comprehensive set of easily located LUC data 33 states provide LUC data only as part of the site reports (hard to find) 25 states provide interactive maps that link to site reports and LUC data User friendly web sites 29 states provide web sites that are easy to find and use 5 states changed web site addresses for databases

Issues Terminology (especially acronyms such as ELUR, DEUR, VEUR, IC, EC, LUC etc) Web site navigation and finding the data (most of the LUC data are difficult to find) Data completeness (most states don’t address all programs, all sites) Data updates (some web sites have not been updated in years) Documentation completeness (some web sites provide links to all related legal documents that specify the IC and/or EC)

RECOMMENDATIONS Effective notice about land use restrictions is essential to their protectiveness - Encourage all 50 states to track IC and EC data on WWW and update the data regularly Information on land use restrictions should be readily available to the public - The state’s Web site should be easy to use and understand and the link to LUC data should be prominently placed on the state’s web site Common terminology and data elements should be developed and employed – Encourage use of the Institutional Control Data Standard (available at For a full set of LUC information, include link to original scanned documents that specify the LUCs and also provide a link to LUCs web ring (
