Introduction Social Services and Well-Being (Wales) on the statute book since May 2014 Regulations & Codes of Practice laid before the Assembly - currently going through this process A new legal framework to bring together and modernise social services law Once in a generation opportunity to transform social services Takes effect from 6 th April 2016 We still don’t have all the answers yet!

There are “No Experts”

A new approach – Fundamental Principles People – putting an individual and their needs, at the centre of their care, giving them voice and control over reaching the outcomes that help them achieve well-being Wellbeing – supporting people to achieve their own wellbeing and measuring the success of this care and support. Earlier intervention - increasing preventative services within the community to minimise the escalation of critical need Collaboration – Strong partnership working between all agencies and organisations and across corporate directorates

Overarching duties – General duty to promote the well- being of people in need of care and support and carers who need support. Population Assessment – To be completed by April 2017 to provide evidence base for future planning. Preventative Services - Emphasis on preventative services and promoting co-production Information, Advice and Assistance Services….. Part 2 - General Functions

Information, Advice and Assistance Service A preventative service, offering early intervention through quality I,A and A. Offering support and guidance to citizens and professionals through a range of media Definition of Information, Advice and Assistance. Includes the first point of contact for the care and support system, including a directory of services. National information portal being developed

Responding to identified needs The Act sets out an eligibility framework – national checklist currently being developed A care and support plan must identify the personal outcomes and set out the best way to achieve them, exploring the place for preventative services as appropriate. Part 4 – Assessing and Meeting Needs

There is no one definition for what constitutes preventative activity LA’s should work collaboratively with a variety of partners and stakeholders, to develop and deliver the required range and level of preventative services. universally provided to help people avoid developing needs for care and support; targeted at individuals who have an increased risk of developing care and support needs; and aimed at minimising the effect of an existing care and support need on a service user.
