4 © Ipsos MORI Background What is the Learner Voice Wales survey? A 10 minute survey for learners enrolled in further education, work-based learning, adult community learning and Welsh for Adults centres across Wales. Commissioned by Department for Education and Skills (DfES), it forms part of the 'Responsiveness' element of the Quality and Effectiveness Framework. The survey will establish a consistent set of 'core' questions, enabling benchmarking of learner satisfaction. Learners have the opportunity to give their views on: the information, advice and support provided to them; provider responsiveness, learning environment and student well-being; the quality of teaching and training; and overall satisfaction. Results will help providers create a better experience for their learners by seeing how they compare to other providers in their sector. It will also assist the Welsh Government in monitoring quality of provision; moreover, it will replace the learner surveys carried out by Estyn prior to inspection.
5 © Ipsos MORI Methodology - 1 How was the data in this report collected? Fieldwork was conducted between 14 January and 23 February The survey was available in English and Welsh, and in paper-format or online. Questions were designed in consultation with providers and cognitively tested with learners. Questions were tailored for the different learning context in FE, WBL, ACL and WfA. Learners were asked to specify their age, gender, ethnicity, and course level. A separate Excel file of learner verbatim responses (from the open questions at the end of the survey) has also been provided alongside the PowerPoint reports. An online reportal will be available in May 2013 with full access to subgroup, and course level data.
6 © Ipsos MORI Who is included in this report? This report provides the results for all your WfA responses. This report provides data at the centre level; where applicable, a breakdown by provider will be available in the online reportal. How many took part? In total, 53,918 learners took part across Wales – 1,815 within the WfA sector. We received a total of 415 responses for your centre (200 online and 215 paper). Methodology - 2
7 © Ipsos MORI Using the report - 1 How should I interpret the report? Refer to ‘Report Guidance’ section for more information on how to read the charts presented in this report. Refer to ‘Sample profile’ to see how the profile of learners who have taken part compares with your learner population overall. The Provider Summary gives an overview of the survey findings. This is followed by a summary of performance by Level of study and for specific topics. The appendix gives detailed breakdown of responses for each question by key demographics, including age, gender, ethnicity and Level of Study. The Provider Summary should be used to give you an indication of areas of particular strength or weakness, which can then be examined further in later slides. We would suggest that if you are using these slides in your own presentations, you should include the Provider Summary, plus more detailed slides that show areas of strength or weakness for your centre. Composite scores have been created for each of the five main survey themes, based on an average of ‘very good’ response to all the questions within that theme. Composite scores are a useful starting point but it is important to analyse the findings for specific questions as well, including the spread of responses from ‘very good’ – ‘very poor’.
8 © Ipsos MORI Using the report - 2 Notes Note that the data has not been weighted to match your learner population. Where percentages do not sum to 100% this is due to rounding. The ‘base size’ is the total number of learners answering each question. This may be less than the total learners taking part due to some learners not answering a question. Sub-group base sizes of below 10 should be treated as indicative only. Those below 5 have been suppressed to protect learner confidentiality. RAGing of the percentage responses ‘very good’ is for illustrative purposes only. A red cell/circle illustrates a score of greater than 5 percentage points below average; a green cell/circle illustrates a score of greater than 5 percentage points above average. It should be noted that learners submitting paper responses were more positive about their experience than those submitting responses online, most notably in the proportion answering ‘very good’. This difference may be explained by a number of valid reasons (for example the profile of learners submitting paper responses); nonetheless, further work to explore the existence of any mode effect will take place in year 2 of the survey.

A further 36% say it is ‘good’. Responsiveness Health and Wellbeing Help and Support Provider summary – key themes 36% say the help and support they receive is ‘very good’. This is in line with the sector average of 38%. A further 26% say it is ‘good’ 38% say that the college is ‘very good’ at ensuring you feel safe. This is lower than the sector average of 44%. A further 22% say it is ‘good’ 44% say that the responsiveness to learners is ‘very good’. This includes things such as respect from staff, listening and acting on learner views.
