Rhaglen Gymorth Genedlaethol National Support Programme Llythrennedd a Rhifedd Literacy and Numeracy Information for Governors: Literacy and Numeracy Framework

Rhaglen Gymorth Genedlaethol National Support Programme Llythrennedd a Rhifedd Literacy and Numeracy Aims To enable you to: understand the context for the Literacy and Numeracy Framework (LNF) gain an overview of the LNF – its expectations consider your role as a governor in supporting implementation of the LNF.

Rhaglen Gymorth Genedlaethol National Support Programme Llythrennedd a Rhifedd Literacy and Numeracy TrueFalseNotes 1.GCSE results have risen at the same rate or better than in other home countries. 2.Out of 68 countries, Wales was ranked 41st for reading and 43rd for mathematics in the 2013 PISA assessments. 3.Estyn’s Annual Report states that 20% of the schools visited were judged to require follow- up. Estyn’s Annual Report states that just over half of the primary and secondary schools visited were judged to require follow-up. Although results have been rising, improvements have not kept pace with the rest of the UK. The 2013 PISA showed that performance in mathematics had declined since 2009 and, although reading had improved, it was still behind the rest of the UK.

Rhaglen Gymorth Genedlaethol National Support Programme Llythrennedd a Rhifedd Literacy and Numeracy The LNF: context and challenge Why was the LNF needed? Employers Estyn. Inspection reports note that the non-statutory skills framework 3–19 had little impact on skills. Teacher assessments. Although teacher assessments have gone up year on year, attainment in writing lags behind in all years and all key stages. PISA (Programme for International Student assessment). Taken by 15 year olds in approx. 70 countries across the world. OECD (Organization for Economic Co-operation and Development). Need for change: “If you always do what you always did, you will always get what you always got” (Einstein).

Rhaglen Gymorth Genedlaethol National Support Programme Llythrennedd a Rhifedd Literacy and Numeracy Implications Reduced accessibility and inclusion in lessons Lower levels of attainment Reduced aspirations and ambition More challenging behaviour Implications and consequences of poor literacy and numeracy skills

Rhaglen Gymorth Genedlaethol National Support Programme Llythrennedd a Rhifedd Literacy and Numeracy Consequences Up to five times more likely to be unemployed Over-representation in prisons and young offender institutions More likely to have children who also struggle with literacy and numeracy Implications and consequences of poor literacy and numeracy skills

Rhaglen Gymorth Genedlaethol National Support Programme Llythrennedd a Rhifedd Literacy and Numeracy What is the LNF? A curriculum planning tool to help teachers to embed and assess literacy and numeracy skills across the curriculum It identifies annual expected outcomes in literacy and numeracy for all learners aged 5–14 It has been extended to include expectations for nursery and learners aged 14–16 (as part of PoS for English/Welsh and Mathematics) It raises the bar.

Rhaglen Gymorth Genedlaethol National Support Programme Llythrennedd a Rhifedd Literacy and Numeracy It supports all teachers to become teachers of literacy and numeracy. It is integral to school improvement. It has been a statutory curriculum requirement since September Assessment against the LNF has been statutory since September The LNF and whole school improvement

Rhaglen Gymorth Genedlaethol National Support Programme Llythrennedd a Rhifedd Literacy and Numeracy TrueFalseNotes 1. The literacy part of the framework is just about reading and writing across the curriculum. 2. The numeracy part of the framework replaces National Curriculum mathematics. 3. The LNF only needs to be used in maths and English lessons in primary schools. 4. Teachers will be required to report on learners’ numeracy and literacy progress. 5. Learners from Y2 to Y9 sit two National Numeracy Tests and one Reading Test in May each year. Oracy across the curriculum Reading across the curriculum Writing across the curriculum NC mathematics still needs to be taught. Narrative report about learners’ literacy and numeracy strengths and areas for development. Procedural, reasoning and reading tests. 6–12 May 2015, 4–10 May 2016 The framework is for use across the curriculum.
