Response Burden Measurement Ashu Conrad September 2012

Agenda Purpose of the measurement Model for calculating response burden NSSRA baseline measurement Initiatives for reduction of response burden Calculation of burden reduction

Purpose of response burden measurement The purpose of measuring response burden is to ensure that: –existing burdens are revealed –burdens are broken down into components and analysed –particularly costly burdens are identified –the most costly burdens should be analysed in detail

Standard Cost Model Model: Use of time in minutes xFrequency xNumber of reporters =Annual burden in minutes xHourly wages (in AMD) =Administrative burden (in AMD)

Response Burden Calculation Model

NSSRA Baseline Measurement 3 representative monthly and annual surveys selected - 6 surveys in total 3 enterprise size groups based on the number of employees in the SBR 5 enterprises within each combination of representative surveys and size groups, which gives a total of 90 enterprises Supplementary questionnaire on time usage sent to all – results collected and tabulated

Questionnaire on time usage

Baseline Measurement Results

Reduction of Response Burden Improvement of primary data collection –Analysis of reporting forms –Evaluation and redesign of the current reporting forms –Test and implementation Reduction of sample size –Use of Business Register –Stratification

Asking for the right information ”Every piece of information that you ask for puts a burden on your user and creates a burden on your organisation to do something with it. Make sure that the effort is justified.” ( Jarret and Gaffney – 2009)

Calculation of burden reduction Burden reduction due to reduction of questions –Number of questions minus revised number of questions Burden reduction as a result of reduction of sample size –Original number of enterprises minus revised number of enterprises Cost reduction in percent

Calculation of burden reduction

Further work - Response Burden Burden calculation for all NSSRA surveys –based on the baseline measurement Analysis of burden costs Prioritization of surveys where reductions can be made –the most costly first Continued improvement of survey design –Reduction of samples while maintaining data quality
