Training EU forces on human security Sam Vincent and Johannes Rieken Civil Society and Human Security Research Unit London School of Economics

Background Barcelona Report Effort to see Human Security approach adopted by the European Union Human Security approach requires generating a new operational culture on both civilian and military sides Human Security approach can enable civilian and military sides to understand one another’s roles as a basis for co- ordination LSE partnered with CMC Finland to deliver a pilot human security training course CMC subsequently developed this in a range of human security training courses and a handbook

Audience Diverse audience: bringing together practitioners, military, scholars, activists and local civil society (mainly from Kosovo) All were deploying to Kosovo; many to EULEX Training staff was similarly mixed Trainers observed a mixture of skills and abilities: overall planning and delivery skills were varied

Curriculum Organised around Barcelona Report principles Primacy of human rights; Legitimate political authority; Bottom-up; Effective Multilateralism; Regional Focus Week-long workshop Imbue participants with principles through role- play/scenario exercises Importance of context: focus on Kosovo Have participants operationalise principles through exercises: learning to coordinate

Reflections The central issue was how get internationals to focus on the people they are supposed to be helping Final day exercise and class feedback revealed that training had not displaced existing institutional cultures Principles provide a useful framework to distinguish human security from other approaches Training diverse groups requires overcoming professional baggage and building trust

Lessons Learned Make it Real – Make training mirror real life- combine diverse people and break down barriers between them through interactive approach – Imbue class with the principles by combining theoretical framework with scenario exercises that reflect real life concerns and context You need the how to deliver the end – Abstract academic/theoretical lecture format alone cannot teach the practical skills of working together to deliver – Practical skills should be emphasised through additional break-out practice sessions Praxis – Knowledge and the actions needed to deliver need to be combined – Training focused on interactive scenarios- throw the group into thick of it and work together
