International Scholars Program Beyond a Concept Dr. Anael Alston Superintendent of Schools

Introduction The Hamilton International Scholars Program is designed for non-immigrant international students in grades for one academic year program under the terms and conditions adopted by the Board of Education. Students will be required to have an F-1 Student Visa, and meet the various selection criteria which will be developed by the HCS International Committee, recommended by the Superintendent, and adopted by the Board of Education. Students would reside with locally selected host families.

Purpose. The purpose of this conversation is to discuss the potential of enhancing our students’ learning experience both culturally and academically by bringing a positive, diverse, and academically able group of international students into the Hamilton community. Our students and our guests will share cultural experiences and educational insights while providing a modest revenue stream to the HCS community.

Goals

Scope There are approximately 52 seats available in grades 9-12 based on a maximum capacity of class sizes of 25 students per class. Based on the student enrollment projections provided by the Shared Services Report, the population of HCS is expected to decline by 82 students over the next six years. This proposal calls for a three year phase in of this international student program beginning with 4-6 students for the school year, 8-10 students in year 2, and gradually increasing the number of students for each year thereafter. This program is limited to INCOMING students.

Costs *TUITION, ROOM AND BOARD – The proposed total cost per student will amount to roughly $10,500 per year to be paid by the family. The district would receive $5,500 in tuition and the host family would receive up to $5,000. RECRUITMENT AGENCY – The Recruitment Agency will receive its fees from the students’ family. The Recruitment Agency will pay for the services of the Program Coordinator, which will be $50 per student per month from September through June.

Relevant Considerations *The approximate cost of sending a child outbound through Rotary is approximately $4850. Some scholarships are available through Rotary based on need. **Hamilton hosting a Rotary student is not the only factor in HCS students going outbound through Rotary. Another Rotary chapter in district 7150 could send a Hamilton student outbound. **If a Hamilton family wants to send a child outbound through Rotary, they can host a Rotary international student. If they are approved through Rotary, they can host.
