Background  The runways and their associated taxiways must be considered first as a starting point for planning the airport layout. They have be planned in relation to the other major operation elements with objective of maintaining all parts of system in balance.  For purposes of identifying standards for various sizes of airports and the functions they serve, reference code have been developed.
