2 Risks The following safety risks must be addressed Mid-air collision with manned aircraft Harm to people Damage to property The level of risk depends on:  the energy and the complexity of the drone (kinetic and potential energy)  the population density of the overflown area  the design of the airspace and density of traffic.

3 Status: awareness of hobby drone pilots Aviation awareness of hobby drone pilots is very low Do not see themselves as part of aviation For many people the drone is an extended selfie bot. Awareness of hobby drone pilots is far behind the professional drone pilots.

4 Status: discussions on drones Discussions on drones are in a brainstorming phase EU - no regulation yet EU Member States – individual, separate ways FAA (USA) - far ahead of Europe Discussions are not structured Benchmark analysis would help

5 Technological development 500ft FL100 ? ? ?  The drones must be visible  Many years of research will be needed regarding drones  Final regulation depends on technological solution Final regulation need years

6 EASA regulation is after consultation phase According to EASA A-NPA , three categories will be established for the operation of drones ‘Open’ category (low risk) <25kg ‘Specific category’ (medium risk) >25kg ‘Certified’ category (higher risk) The kinetic energy and the speed of the drones is missing from EASA draft.

7 Hungarian situation No regulation for operation at the moment (expected this year)No guidance for drone pilots where to flyLack of educationEasy to buy devices without any permission SEGREGATED AREA APPLICATION Administration is a very complex and long (30 days) procedure Hobby drone pilots will fly in the interesting but dangerous areas

8 Manned aircraft need protection There are approximately 1 million residents in CTR area. We need instant regulation The Control Tower Region (CTR) covers 2/3 of Budapest Potentially thousands of drones

10 Need of immediate regulation Regulation Operation of drones should be allowed where it is not dangerous 1 Communication platform between participants must be established 2

11 Proposal I: Obstacle Shadow Operations R<100m Highest Obstacle Height Operating below highest obstacle height which obstacle is within 100m radius from the operator Visual Line of Sight (VLOS) Visual Line of Sight (VLOS)  Designate areas where drones can fly  To avoid using the dangerous areas  Even in CTR
