S EATTLE 2035 B ACKGROUND Seattle’s Comprehensive Plan Required by Washington State Growth Management Act Requires that the City maintain a Comprehensive Plan which: Accommodates housing and employment growth targets set by State and Puget Sound Regional Council Includes chapters on housing, employment, transportation, capital facilities, parks and open space, environment and neighborhood planning. A document intended to provide long-term guidance by setting out goals and policies for City officials and staff.

S EATTLE 2035 P ROCESS The Plan is updated annually There are also periodic “major updates” Our current major update began in 2011 Background report Development Capacity Report Draft Environmental Impact Statement Draft Equity Analysis Draft Plan Extensive Public Outreach

S EATTLE 2035 P ROCESS What’s Next City staff are revising the plan based on public comments received Finalize Environmental Impact Statement, Equity Analysis and Community Engagement Report Next draft, “Mayor’s Recommended Plan,” released in April, 2016 City Council Public Hearings, review, and revisions Plan adopted in late summer 2016 Changes to Future Land Use Map in 2017 to incorporate HALA outreach & feedback

S EATTLE 2035 G OALS Major Goals Extend Plan’s horizon year to 2035 Plan for 70,000 new housing units & 115,000 new jobs Build on transit Increase housing choices Plan for race and social equity

S EATTLE 2035 U RBAN V ILLAGE S TRATEGY Help accommodate the City’s share of expected regional growth Invigorate existing neighborhood business districts with a mix of uses Make efficient use of existing and future City infrastructure investments Promote higher levels of pedestrian and transit travel Minimize impacts on single-family neighborhoods

S EATTLE 2035 U RBAN V ILLAGE S TRATEGY One of the early proposals was to update the urban village strategy to expand boundaries to transit “walksheds” – those areas within an easy walk to frequent transit. Create new urban villages around future light rail stations.

S EATTLE 2035 Q UESTIONS ?

H OUSING A FFORDABILITY & L IVABILITY (HALA) B ACKGROUND Increasing rents and housing prices Mayor convened 28-member committee to create recommended strategies to address affordability crisis. Developed 65 recommendations, released July 2015 More resources for affordable housing More housing More supports for communities More innovation Goal is to create 50,000 new homes over 10 years, including 20,000 affordable homes.

H OUSING A FFORDABILITY & L IVABILITY (HALA) W HAT IS H APPENING N OW ? Some of those recommendations are being implemented, others studied and others are not being pursued. Different leads – State legislature, Mayor’s Office, City Council, and City Departments Many different components – housing preservation tax credit, land use changes, backyard cottages, tenant protections, design review, historic review improvements, housing levy, and discrimination prevention

H OUSING A FFORDABILITY & L IVABILITY (HALA) W HAT IS H APPENING N OW ? Mandatory Housing Affordability Program City wants to require all new development to include or fund affordable housing – estimated to produce 6,000 affordable units. By Washington law, any affordable housing requirement must be offset for the land owners. To offset this requirement, there are proposed changes to zoning in several categories: Multifamily, commercial, neighborhood commercial throughout Seattle Change single-family zoning in urban villages to low-density zoning that allows for some duplexes, triplexes or other types of housing. Changes to single family zoning outside of urban villages is not proposed.

H OUSING A FFORDABILITY & L IVABILITY (HALA) W HAT IS H APPENING N OW ? The Department of Neighborhoods is beginning an 18-month engagement process to hear from Seattle residents about these proposals. Telephone town halls City-wide meetings Focus groups Neighborhood meetings Online survey Changes to urban village boundaries proposed in the Comprehensive Plan will be postponed until this process is complete.
